Cao Bang authorities identify Tra Linh as an international border gate (currently a national border gate), an important driving force to create a corridor for connection and trade exchange between ASEAN-Vietnam-China. 

Cao Bang province will maximize unique advantages of its geo-economic-political location as an international gateway to the Chinese market to mobilize investment for important projects, creating breakthroughs and widespread impacts to economic and social development.

According to Decision No. 1486/QD-TTg dated November 24, 2023 on Cao Bang’s development planning for the period 2021 - 2030, with a vision to 2050, the province has a total natural area of 6,700.3 km2, with 1 city and 9 districts.

The planning perspective is rapid and sustainable development towards green economy, circular economy, and digital economy, in accordance with Vietnam’s socio-economic development strategy and national planning; maximize unique advantages of its geo-economic-political location as an international gateway to the Chinese market to mobilize investment for important projects, creating breakthroughs and widespread impacts to economic and social development.

Cao Bang authorities identify Tra Linh as an international border gate (currently a national border gate), an important driving force to create a corridor for connection and trade exchange between ASEAN-Vietnam-China through the Tra Linh Border Gate Economic Zone (Cao Bang) – Longbang (China); Organizing space for socio-economic development, use of natural resources and environmental protection in Cao Bang province must respect natural laws, be environmentally friendly, and be consistent with actual conditions and proactively adapt to climate change.

The province will create an open and competitive investment and business environment; economic development will be closely combined with strengthening national defense, ensuring security and associated with stable and peaceful management and border protection;

Gradually forming the Vietnam - China logistics and goods transshipment center, an economic, cultural and foreign trade center between Vietnam and the Western and Southwest provinces of China and ASEAN countries; the fields of health, education, culture and society will be comprehensively developed; The cultural identities of ethnic groups will be preserved and promoted; The material and spiritual life of the people will be improved; Social order and safety will be guaranteed; foreign relations will be expanded; national defense and security, national border sovereignty will be firmly ensured.

By 2030, Cao Bang strives to become a province with a fast-growing, dynamic, green, sustainable and comprehensive economy, reaching the average level of development of the Northern midlands and mountainous region; The infrastructure system will be improved, especially intra-provincial and inter-provincial transportation links; The mineral processing and exploitation industry will have new developments; Developing new energy sources and renewable energy; forming a number of agricultural areas applying high technology; Border gate economy and tourism will develop rapidly and sustainably; protecting the ecological environment, water source security and proactively responding to natural disasters and adapting to climate change.

Specific economic goals and targets: GRDP in the period 2021 - 2030 will reach 9.72%/year. Average GRDP/person to be about 102 million VND/person (current price); Budget revenue to increase over 12%/year; The rate of multidimensional poor households in the period 2021 - 2025 will decrease by over 4.0%/year; making breakthrough in mechanisms and policies to improve the investment and business environment; creating a breakthrough in developing transportation infrastructure systems connecting with major economic centers of the region, the whole country and border gate economic zone infrastructure, tourism infrastructure...; improving the quality of human resources.

Key tasks include: Focusing on attracting and clearing investment resources to complete, develop socio-economic infrastructure, ensure synchronization, modernity, and quickly dealing with bottlenecks in infrastructure; Prioritizing the development of transportation infrastructure, information technology infrastructure, and digital infrastructure to meet the requirements of building a digital government, developing a digital economy, and a digital society.

In addition, the province will focus on developing services and tourism into a key economic sector associated with the development of its border gate economic zone, tourist areas and the UNESCO Non Nuoc Cao Bang Global Geopark; making rapid and breakthrough development in agricultural production with plants and animals that have potential and strengths.

Improving PCI, PAPI and PAR indexes

Cao Bang’s Party Secretary Tran Hong Minh affirmed that the development of Cao Bang’s development planning aims to concretize the Resolution of the 13th Party Congress, the 10-year socio-economic development strategy, and the Resolution of the XIX Provincial Party Congress. This will be the basis for the province to lead, direct and manage Cao Bang’s socio-economic development, national defense, security, integration and foreign affairs in a comprehensive and consistent manner; the basis for planning policies, building investment plans and creating motivation for the development of production, business, and social security.

Mr. Tran Hong Minh requested relevant agencies to well implement 6 groups of crucial issues, including: Issues related to the Power Planning VIII; mining plans; development plans for industries and functional areas; forestry planning; list of expected priority projects and identification of defense and security areas;

Urgently reviewing and adjusting specialized planning on land, construction...; proactively researching, amending and proposing to promulgate new socio-economic development mechanisms and policies for each period, creating new driving force for the province's development; Mobilizing all resources, economically and effectively use state budget capital for development investment, focusing on breakthrough fields; well implementing administrative reform, improving the investment environment, and supporting business and production; improving the Provincial Competitiveness Index (PCI), PAPI index and PAR INDEX.
