Local authorities have submitted to the HCM City Transport Department and relevant agencies a list of streets where pavements will be used temporarily for non-transport purposes.
In district 1, there are 52 streets meeting requirements for business points to be set up. Currently, 10 wards in district 1 are checking some streets which local authorities would lease to businesses and collect fees from retail premises.
The streets open for leasing must be large enough to reserve 1.5 meters at least for pedestrians, including Bui Thi Xuan, Cao Ba Quat, Chu Manh Trinh, Co Bac, Cong Quynh, De Tham and others.
Also in district 1, 12 street pavements meet requirements to set up parking lots, such as Co Bac, Dinh Tien Hoang, Dong Du, Hai Trieu, Ham Nghi and others.
Meanwhile, District 10 People’s Committee, has reported that there are 28 streets with pavements 3 meters or higher, eligible for using part of pavements to organize business activities, such as goods sales, parking lots, transit points for construction materials and scrap iron transport. These include Ngo Gia Tu, Nguyen Tri Phuong, Ly Thai To, Hung Vuong and others.
District 11 has drawn up a list of 21 streets eligible for pavement leasing. The local authorities have also named 17 streets for free motorbike parking and one street for fee-pay vehicle parking services (from Nguyen Thi Nho street to Ly Thuong Kiet).
After submitting the lists of streets for rent, districts have asked the HCM City Transport Department, the HCM City Traffic Safety Committee and HCM City Police to make a final decision so they can make a move.
In September 2023, at the thematic meeting of the 11th session, the HCM City People’s Council approved the resolution on setting a fee framework for temporary use of pavements in the city, commencing from January 1, 2024. The fees to be collected from pavement use will be paid to the budget.
The decision on collecting fees from temporary use of pavements for business purposes in HCM City is believed to restore city order and landscapes.
HCM City can be divided into five areas. The fees of up to VND50,000 per sq m per month (not central business districts) will be applied to districts 1, 3, 4, 5, 10, Phu Nhuan, and part of southern new urban area and Thu Thiem, while the fees of up to VND100,000 per sq m per month will be applied to central business districts.
Those who want to use pavements to set up parking lots will have to pay a fee of VND350,000 per sq m per month (central streets) and VND180,000 for remaining streets.
If they use the pavement for less than 15 days a month, they will have to pay half the fee.
