On December 2, Chairman of the Hoa Binh Provincial People’s Committee, Bui Van Khanh, chaired the second dialogue conference of 2024 with businesses and investors operating in the province.

Hoa Binh’s efforts to improve its investment environment are reflected in its Public Administration Performance Index (PAPI) 2023 score of 43.55, ranking 20th out of 63 provinces and cities - a rise of 2.52 points and 23 places compared to 2022.


The event was attended by the Vice Chairman of the Provincial People’s Committee, leaders of departments, agencies, and sectors, chairpersons of district and city-level People’s Committees, and representatives of the province’s Business Association, Tourism Association, Women Entrepreneurs Association, Young Entrepreneurs Association, along with business leaders and investors.

In his opening remarks, the Chairman acknowledged the valuable contributions of the business community and investors to the province’s development over the years, including creating numerous local jobs.

To maintain this partnership and promote the province’s socio-economic development, the People’s Committee organized this dialogue to address concerns and promptly resolve issues raised by businesses and investors. Efforts are being made to create a transparent, open, and business-friendly investment environment to encourage growth and solidify the role of businesses and cooperatives in Hoa Binh’s development.

During the dialogue, specific concerns raised by businesses and investors were addressed by leaders of relevant departments and localities. These included: Land clearance and allocation issues; Land pricing and administrative procedures; Support for implementing housing projects; Approving investment policies for projects with detailed planning.

Businesses also called for expediting land clearance and administrative processes related to land and construction.

In his conclusion, Chairman Bui Van Khanh thanked businesses and investors for their feedback and pledged continued support. To address challenges and improve the province’s competitiveness in 2024 and beyond, he directed:

Departments, agencies, and district/city governments to focus on resolving difficulties within their jurisdictions and advise the People’s Committee on relevant issues.

The Department of Planning and Investment to act as the focal point for receiving and consolidating feedback from businesses and investors to report to the provincial leadership.

Enhanced collaboration between businesses, investors, and provincial leadership to achieve socio-economic development goals.
For issues beyond the province’s jurisdiction, relevant authorities will escalate matters to central government agencies for resolution.

PAPI 2023: Hoa Binh Ranks 20th Nationwide

Hoa Binh’s efforts to improve its investment environment are reflected in its Public Administration Performance Index (PAPI) 2023 score of 43.55, ranking 20th out of 63 provinces and cities - a rise of 2.52 points and 23 places compared to 2022.

The index, announced by the United Nations Development Programme (UNDP) in Vietnam, measures the effectiveness of governance, administration, and public service delivery at the provincial level.

Hoa Binh improved in seven out of eight components in 2023, with highlights including:

Participation at the grassroots level: 5.16 points (+0.06).
Transparency: 5.13 points (+0.01).
Accountability: 4.46 points (+0.14).
Control of corruption in the public sector: 7.23 points (+0.79).
Public administrative procedures: 7.35 points (+0.7).
Environmental governance: 3.88 points (+0.45).
E-governance: 3.15 points (+0.56).
The only component to decline was Public service delivery, which scored 7.19 points (-0.2).

The province excelled in four key areas: accountability, control of corruption, administrative procedures, and environmental governance. However, transparency, public service delivery, and e-governance ranked in the mid to lower range.

These results highlight the satisfaction of citizens and businesses with the province’s governance, public administration, and service delivery. Improved interactions between officials and citizens, along with enhanced administrative processes at provincial and local levels, have contributed to this progress.
