At the conference, officials from the Government’s Standing Office on Human Rights and the Central Committee for Religious Affairs presented reports on "Human rights work in the new situation", "Ensuring freedom of belief and religion" and others.

The reports provided a lot of new information about activities that take advantage of ethnicity, religion, democracy, and human rights to sabotage Vietnam; information on human rights and viewpoints, guidelines and policies to ensure human rights of the Party and State and experiences in fighting activities that exploit human rights issues in the new situation.

According to Mr. Lo Van Tien - Vice Chairman of the People's Committee of Dien Bien province, the political security situation in Dien Bien province has been maintained stably, without any complicated incidents related to human rights violations.

However, there are still many potential complicating factors. Hostile forces took advantage of issues of ethnicity, religion, democracy, and human rights to propagate against the Party and the State, dividing the great national unity bloc, for example the propaganda movement to establish the so-called "Mong State" in cyberspace; activities of exploiting freedom of religion to propagandize evil cults like "Ge Sua" and "Ba Co Do". At the same time drug crimes are still complicated and it is a fact that some people illegally store weapons, explosives.

The Head of the Human Rights Steering Committee of Dien Bien province emphasized that this is an important conference to raise awareness and responsibility of state agencies at all levels, branches, political and social organizations and especially officials directly involving in human rights work in the province.
