Tonight (November 11), Typhoon Toraji is expected to enter the East Sea, where it will be designated as Storm No. 8. Meanwhile, Storm No. 7, named Yinxing, weakened to a tropical depression after moving into the western waters of the Hoang Sa (Paracel Islands).
According to the National Center for Hydro-Meteorological Forecasting, by the evening of November 11, Storm No. 7 had downgraded to a tropical depression after reaching the western seas around the Hoang Sa Islands.
At 7:00 PM, maximum sustained winds near the center of the tropical depression reached Level 7 (50-61 km/h), with gusts up to Level 9, moving southwest at a speed of 15-20 km/h. Over the next 24 hours, the tropical depression is expected to continue on this path at a speed of about 15 km/h, weakening further as it moves inland over Quang Ngai and Phu Yen provinces.
Due to the effects of Storm No. 7, strong winds at Level 6 and gusts at Level 7 were recorded on Ly Son Island (Quang Ngai Province).
From tonight through tomorrow night (November 12), regions from Thua Thien Hue to Phu Yen are expected to experience moderate to heavy rainfall, with localized downpours and thunderstorms. Rainfall amounts are forecast to range from 70-150mm, with some areas receiving over 250mm. A warning has been issued for potential intense localized rainfall (>100mm/6h).
Tomorrow and tomorrow night, the Central Highlands region is also expected to receive moderate to heavy rainfall, with localized downpours and thunderstorms producing between 40-90mm, with some areas receiving over 180mm. Heavy rain is expected to gradually decrease after November 13.
The effects of Storm No. 7 are also bringing strong winds of Levels 6-7 to the Hoang Sa sea area, with waves reaching heights of 2-4 meters, creating rough sea conditions.
In the offshore waters from Thua Thien Hue to Binh Dinh, including the waters around Ly Son Island, winds are expected to reach Level 6-7 with gusts of Level 9 and waves of 2-4 meters, causing turbulent sea conditions.
As of 7:00 PM tonight, Typhoon Toraji was located near the western coast of Luzon, Philippines, with maximum sustained winds near its center at Levels 11-12 (103-133 km/h), with gusts up to Level 14. Moving northwest at about 20 km/h, Typhoon Toraji is forecast to enter the East Sea tonight or early tomorrow morning (November 12), becoming Storm No. 8.

In the 72-120 hour period following its entry into the East Sea, Storm No. 8 (Toraji) is expected to move west-southwest at approximately 5 km/h, with its intensity continuing to weaken gradually.
As Typhoon Toraji (Storm No. 8) progresses, the eastern areas of the northern East Sea are anticipated to see winds strengthening to Level 8 near the storm’s center, with gusts reaching Level 12. Wave heights are expected to be 3-5 meters, with areas near the storm’s center reaching 5-7 meters, causing very rough seas.
Vessels operating in these hazardous regions are at risk of thunderstorms, tornadoes, high winds, and large waves.
The meteorological agency also noted the presence of consecutive storms over the East Sea, cautioning that after Storms No. 7 and 8, another storm - Storm No. 9 - may emerge shortly, as a tropical depression and a storm are currently forming off the coast of the Philippines.
