The Ministry of Education and Training has released legal documents to control the universities’ training scale and quality, but schools still can escape through legal loopholes and enroll more and more students.

Up to 207 majors of 71 universities in Vietnam will not be allowed to recruit students in 2014 due to lack of permanent lecturers, according to a dispatch signed by Deputy Minister of Education and Training Bui Van Ga.
