A total of 481 deputies took part in the vote, with all 481 voting in favor, representing 100 percent of those present and 96.20 percent of the total number of National Assembly deputies.
All 17 ministers and heads of sectors approved by the legislature are members of the 14th Party Central Committee. Among them are three Politburo members: General Phan Van Giang, General Luong Tam Quang, and Le Hoai Trung.
Most ministers are also deputies of the 16th National Assembly. Notably, six ministers continue in their roles for the new term: General Phan Van Giang, Minister of National Defense; General Luong Tam Quang, Minister of Public Security; Le Hoai Trung, Minister of Foreign Affairs; Do Thanh Binh, Minister of Home Affairs; Dao Hong Lan, Minister of Health; and Tran Hong Minh, Minister of Construction.

1. General Phan Van Giang, Deputy Prime Minister, Minister of National Defense

Phan Van Giang was born in 1960 in Ninh Binh province and holds a doctorate in military science.
He is a member of the Party Central Committee for the 12th, 13th and 14th terms, a Politburo member for the 13th and 14th terms, and a deputy of the 15th and 16th National Assembly.
Throughout his career, he has been closely associated with the military. Starting as a soldier, he rose through numerous positions to become the top leader of the Ministry of National Defense. He previously served as Commander of Army Corps 1, Deputy Chief of the General Staff of the Vietnam People’s Army, Commander of Military Region 1, and Deputy Minister of National Defense concurrently serving as Chief of the General Staff.
In April 2021, he was approved by the National Assembly as Minister of National Defense and later promoted to the rank of General.
At the 14th Party Congress earlier this year, he was elected to the Party Central Committee and the Politburo.
He is currently the only government member concurrently holding another ministerial role.
2. General Luong Tam Quang, Minister of Public Security

Luong Tam Quang was born in 1965 in Hung Yen province and holds a university degree in law with a specialization in criminal investigation.
He is a member of the Party Central Committee for the 13th and 14th terms, a Politburo member for the 13th and 14th terms, and a deputy of the 16th National Assembly.
During his career, he has held many positions in the security sector.
In 2012, he served as Deputy Chief of Office of the Ministry of Public Security with the rank of Colonel, and was promoted to Major General in 2014.
In September 2017, he was appointed Chief of Office and spokesperson of the ministry, and was promoted to Lieutenant General in January 2019.
On August 15, 2019, he was appointed Deputy Minister of Public Security and one year later concurrently became head of the Security Investigation Agency.
He was promoted to Senior Lieutenant General in January 2022.
In August 2024, he was approved by the National Assembly as Minister of Public Security and a member of the National Defense and Security Council. Two months later, he was promoted to the rank of General.
3. Minister of Foreign Affairs Le Hoai Trung

Le Hoai Trung was born in 1961 in Hue and holds a doctorate in law along with master’s degrees in international law and diplomacy.
He is a member of the Party Central Committee for the 12th, 13th and 14th terms, a Politburo member for the 14th term, and a deputy of the 15th and 16th National Assembly.
A career diplomat, he has extensive experience in both bilateral and multilateral foreign affairs.
He spent many years at the Ministry of Foreign Affairs before being appointed head of the Party Central Committee’s Commission for External Relations in March 2021.
In February 2025, he was appointed Chief of the Party Central Office. By August 2025, he was assigned to act as Minister of Foreign Affairs.
In October 2025, he was officially approved by the National Assembly as Minister of Foreign Affairs.
4. Minister of Home Affairs Do Thanh Binh

Do Thanh Binh was born in 1967 in Ca Mau province and holds a master’s degree in economics and a bachelor’s degree in political economy.
He is a member of the Party Central Committee for the 13th and 14th terms and a deputy of the 15th and 16th National Assembly.
Rising through grassroots positions in Kien Giang province, he held numerous roles including district and provincial leadership positions.
In January 2025, he was appointed Secretary of the Can Tho Party Committee for the 2020-2025 term. Following administrative restructuring, he continued in this role in the newly formed Can Tho city.
In late September 2025, he was appointed Standing Deputy Minister of Home Affairs, and one month later was approved as Minister.
5. Minister of Justice Hoang Thanh Tung

Hoang Thanh Tung was born in 1966 in Nghe An province and holds a master’s degree in law.
He is a member of the Party Central Committee for the 13th and 14th terms and has been a deputy of the National Assembly across four terms.
He worked at the Ministry of Justice from the 1990s, holding various positions before moving to the National Assembly in 2007.
He later served as standing member and then Deputy Chairman of the National Assembly’s Committee on Legal Affairs.
In late 2019, he was elected Chairman of the Committee on Legal Affairs, and in February 2025, following restructuring, he became Chairman of the Committee on Legal and Judicial Affairs.
6. Minister of Finance Ngo Van Tuan

Ngo Van Tuan was born in 1971 in Bac Ninh province and holds a master’s degree in economics.
He is a member of the Party Central Committee for the 13th and 14th terms and a deputy of the 15th and 16th National Assembly.
He has spent many years in the finance sector, rising from specialist roles to leadership positions within the Ministry of Finance.
He later served as Deputy Head of the Party Central Committee’s Economic Commission, Secretary of the Hoa Binh Provincial Party Committee, Deputy Auditor General, and then Auditor General of the State Audit Office.
7. Minister of Industry and Trade Le Manh Hung
Le Manh Hung was born in 1973 in Hung Yen province and holds a doctorate in chemistry.
His career has been closely tied to the oil and gas sector, where he rose from engineer to senior leadership roles within the Vietnam National Industry - Energy Group.
He served as CEO in 2019 and was appointed Chairman of the Members’ Council in early 2024.
At the end of 2025, he was assigned to the Ministry of Industry and Trade and given responsibility as acting minister.
8. Minister of Agriculture and Environment Trinh Viet Hung

Trinh Viet Hung was born in 1977 in Hai Phong and holds a doctorate in business administration and a master’s degree in agricultural economics.
He is a member of the Party Central Committee for the 14th term and a deputy of the 16th National Assembly.
He has held various leadership roles in Thai Nguyen province, including Chairman of the provincial People’s Committee and Secretary of the Provincial Party Committee.
After provincial consolidation in 2025, he continued as Secretary of Thai Nguyen before being reassigned as Secretary of Lao Cai.
In February 2026, he was appointed Standing Deputy Minister of Agriculture and Environment.
9. Minister of Construction Tran Hong Minh

Tran Hong Minh was born in 1967 in Hanoi and holds a doctorate in civil engineering.
He spent 20 years at the Engineering Officer School, rising from student to senior academic and leadership roles.
He later held key military leadership positions, including Commander of Military Region 1 and Secretary of the Cao Bang Provincial Party Committee.
He was approved as Minister of Transport in November 2024 and later as Minister of Construction following the merger of ministries in February 2025.
10. Minister of Science and Technology Vu Hai Quan

Vu Hai Quan was born in 1974 in Ninh Binh province and is an associate professor and doctor of information technology.
After graduating in 1996, he remained in academia, later pursuing doctoral and postdoctoral studies in Italy and Belgium.
Returning to Vietnam in 2007, he held various academic leadership roles before becoming Director of Vietnam National University - Ho Chi Minh City in 2021.
In September 2025, he was appointed Standing Deputy Minister of Science and Technology.
11. Minister of Education and Training Hoang Minh Son

Hoang Minh Son was born in 1969 in Hung Yen province and is an associate professor and doctor of automation engineering, also holding a doctorate in German language.
He is a member of the Party Central Committee for the 14th term and a deputy of the 16th National Assembly.
He has held key roles in higher education, including leadership positions at Hanoi University of Science and Technology and as Deputy Minister of Education and Training.
In September 2025, he was appointed Chairman of the Council and Director of Vietnam National University - Hanoi.
12. Minister of Culture, Sports and Tourism Lam Thi Phuong Thanh

Lam Thi Phuong Thanh was born in 1967 in Ninh Binh province and holds a master’s degree in law and a bachelor’s degree in history.
She is a member of the Party Central Committee for the 12th, 13th and 14th terms and a deputy of the 16th National Assembly.
She previously held roles in youth organizations and later served as Secretary of the Lang Son Provincial Party Committee.
In 2021, she was appointed Deputy Chief of the Party Central Office, and in late 2025 became Standing Deputy Minister of Culture, Sports and Tourism.
13. Minister of Health Dao Hong Lan

Dao Hong Lan was born in 1971 in Hai Phong and holds a master’s degree in economics.
She is a member of the Party Central Committee for the 13th and 14th terms and a deputy of the 15th and 16th National Assembly.
She previously served as Deputy Minister of Labor, Invalids and Social Affairs before becoming Secretary of the Bac Ninh Provincial Party Committee.
In July 2022, she was assigned to act as Minister of Health and was officially approved for the position three months later.
14. Minister of Ethnic and Religious Affairs Nguyen Dinh Khang

Nguyen Dinh Khang was born in 1967 in Bac Ninh province and holds a master’s degree in economic management.
He is a member of the Party Central Committee for the 12th, 13th and 14th terms and a deputy of the 15th National Assembly.
He began his career in accounting in the chemical industry before holding leadership roles in Ha Giang and Ha Nam provinces.
In 2019, he became President of the Vietnam General Confederation of Labor and later served as Vice President of the Vietnam Fatherland Front.
In early March 2026, he was appointed Standing Deputy Minister of Ethnic and Religious Affairs before being confirmed as Minister of Ethnic and Religious Affairs.
15. Minister - Chairman of the Government Office Dang Xuan Phong

Dang Xuan Phong was born in 1972 in Phu Tho province and holds a doctorate in economics.
He has held numerous leadership roles at the provincial level, including in Lao Cai, Vinh Phuc, Phu Tho and Ninh Binh.
In March 2026, he was appointed Standing Deputy Minister and then Minister - Chairman of the Government Office.
16. Governor of the State Bank Pham Duc An

Pham Duc An was born in 1970 in Nghe An province and holds a master’s degree in business administration along with degrees in economic law and finance - banking.
He has extensive experience in the banking sector, holding senior roles at BIDV, the Vietnam - Russia Joint Venture Bank and the State Bank of Vietnam.
He later served as Chairman of Agribank and held leadership roles in Quang Ninh and Da Nang before being appointed Governor of the State Bank.
17. Inspector General of the Government Nguyen Quoc Doan

Nguyen Quoc Doan was born in 1975 in Ninh Binh province and holds a doctorate in law specializing in criminology and criminal investigation, along with a master’s degree in law.
He is a member of the Party Central Committee for the 13th and 14th terms and a deputy of the 16th National Assembly.
He previously held positions including Deputy Commander of the Mobile Police Command, Director of Thua Thien - Hue Police, and leadership roles in Lang Son province.
In November 2024, he was approved as a judge of the Supreme People’s Court and was later appointed Deputy Chief Justice.
One year later, he was appointed Standing Deputy Inspector General before becoming Inspector General of the Government.
