On the occasion of Mr. To Lam’s re-election as General Secretary of the 14th Central Committee of the Communist Party of Vietnam, leaders from around the world sent warm congratulations, expressing admiration and continued support for Vietnam’s leadership and global role.

Cuba: Enduring revolutionary solidarity
First Secretary of the Communist Party and President of Cuba, Miguel Díaz-Canel Bermúdez, offered heartfelt congratulations to Mr. To Lam, wishing him continued success leading the brotherly Communist Party of Vietnam and fulfilling the goals set by the 14th Party Congress.
“We value the historic achievements Vietnam has made over four decades of Doi Moi reforms,” Mr. Díaz-Canel wrote. “We are confident that under your wise leadership, the Party and people of Vietnam will continue progressing steadily towards a more prosperous, inclusive, and sustainable future.”
He also expressed gratitude for Mr. To Lam’s contributions to strengthening the special friendship between Cuba and Vietnam, pledging to deepen bilateral exchanges and cooperation across all sectors.
Russia: Strategic trust and partnership

Russian President Vladimir Putin extended warm congratulations, describing the re-election vote as a clear reflection of Mr. To Lam’s political stature and the recognition of his strategic role in shaping Vietnam’s rapid socioeconomic development and safeguarding national interests on the global stage.
President Putin affirmed Russia’s appreciation of Mr. To Lam’s personal efforts in deepening the Vietnam–Russia Comprehensive Strategic Partnership, and emphasized the two nations’ shared commitment to further cooperation across all fields - for the benefit of their peoples and for peace and stability in the Asia–Pacific region.
Chairman of the United Russia Party Dmitry Medvedev echoed these sentiments, highlighting the respect and trust Mr. To Lam commands among Party members. He affirmed confidence in the General Secretary’s political experience and leadership as Vietnam pursues prosperity and international prominence. Medvedev also reiterated United Russia’s support for broader dialogue with the Communist Party of Vietnam and continued cooperation on multilateral platforms.
Japan: Toward a new era of cooperation
Japanese Prime Minister and President of the Liberal Democratic Party Takaichi Sanae congratulated the successful conclusion of the 14th Party Congress and expressed warm wishes to Mr. To Lam on his re-election as General Secretary and Politburo member.
She voiced hope that under the new leadership, the Communist Party of Vietnam will drive the country toward a new era of development - not only for Vietnam, but also contributing to regional stability in the Indo-Pacific and to global cooperation and prosperity.
Mongolia: Elevating comprehensive ties

President Ukhnaa Khurelsukh of Mongolia extended congratulations on the success of the 14th Congress and Mr. To Lam’s renewed mandate as General Secretary. He pledged to closely cooperate with Mr. To Lam in advancing the Mongolia–Vietnam Comprehensive Partnership across all sectors, aligned with the shared aspirations of both nations.
President Khurelsukh expressed belief that under Mr. To Lam’s strategic vision and strong political will, Vietnam would continue its rise as a dynamic, leading nation in the region, firmly positioned on the global stage.
Belarus: Trust and global engagement
Belarusian President Aleksandr Lukashenko underscored that Mr. To Lam’s unanimous re-election by the Central Committee reflected the Party’s and the people’s trust in his leadership and the country’s future under his guidance.
He expressed confidence that the major decisions adopted at the Congress would usher in a new phase of robust development for Vietnam and enhance its international stature on global issues.
Sergey Syrankov, First Secretary of the Communist Party of Belarus, warmly congratulated Mr. To Lam and reiterated his Party’s support for the initiatives of the Communist Party of Vietnam - both within the international communist movement and in efforts to raise Vietnam’s development and quality of life to new heights.
Nicaragua: Shared commitment to peace and progress
President Daniel Ortega Saavedra and Vice President Rosario Murillo, on behalf of the Sandinista National Liberation Front, the Government, and the people of Nicaragua, sent sincere congratulations to Mr. To Lam and to newly elected Politburo and Secretariat members.
They expressed strong belief in the Communist Party of Vietnam’s ability to guide the nation toward continued peace, prosperity, and progress, reaffirming their commitment to deepening solidarity, friendship, and cooperation between the two Parties, States, and peoples.
