The Long Thanh airport project is a national key project, carrying significant socio-economic importance for the aviation sector, Ho Chi Minh City, and the wider Southeast region.

According to the notice, the Prime Minister assigned the Ministry of Construction to direct the Airports Corporation of Vietnam (ACV) and relevant agencies to continue reviewing and thoroughly assessing the project’s effectiveness. Beyond financial efficiency and the direct benefits of a strategic airport, the assessment should also clarify broader gains from non-aviation services, including tourism, urban development, logistics, aviation-related economic activities, as well as contributions to national defense, security, and the country’s global standing.

The air traffic control tower and flight control center system have been largely completed, ready to serve the first technical flight conducted on December 19, 2025. The Prime Minister requested that remaining works at construction sites be completed, including technical infrastructure connections, fire prevention systems, environmental sanitation, and surrounding landscaping to ensure a modern, clean, and orderly environment.

The runway system, taxiways and aircraft parking areas were also completed on the same date to support the initial technical flight. In the coming period, authorities are required to finalize finishing works while accelerating the construction of the second runway to ensure synchronized completion with the overall project. Current progress on this component has exceeded 65%.

Regarding essential utilities such as fuel supply, electricity, water and telecommunications, the Prime Minister instructed Dong Nai authorities and ACV to review and ensure adequate provision, directing contractors to mobilize resources and accelerate implementation, avoiding any impact on the project’s commercial operation timeline.

The passenger terminal and several packages under Component Project 3 have reached over 84% completion. This segment is considered the critical path, decisive to achieving the goal of commercial operation in the fourth quarter of this year.

To ensure progress across all components, the Prime Minister directed the Ministry of Public Security to instruct its agencies to urgently accelerate investigations into violations and irregularities during project implementation, ensuring clear identification of responsibilities at all levels.

The Ministry of Finance, the Ministry of Construction, ACV and related units were also tasked with resolving outstanding issues related to contractor payments. The guiding principle is to strictly handle violations, corruption or misconduct in accordance with the law, while ensuring timely payments for properly executed work in compliance with regulations.

Ministers of Finance and Construction were instructed to immediately establish task forces to resolve bottlenecks related to payment for completed work, as well as challenges in the supply and pricing of materials, fuel and construction inputs.

On transport connectivity, road projects linking Ho Chi Minh City with Long Thanh airport are progressing as planned, with synchronized operation alongside the airport deemed feasible. Authorities were urged to continue accelerating construction to meet committed timelines.

For railway connections, Ho Chi Minh City was tasked with expediting preparations for the Thu Thiem - Long Thanh urban railway, aiming to begin construction in June. Progress on Metro Line 2 (Tham Luong - Ben Thanh), which started earlier this year, is also to be accelerated.

Dong Nai province was requested to speed up preparations and allocate resources for extending Metro Line 1 (Ben Thanh - Suoi Tien) through the provincial center to Long Thanh, with a target to commence construction within the year.

Finally, the Ministry of Finance was instructed to complete the restructuring of ACV’s organizational apparatus and personnel in accordance with regulations before April 15.

Tran Thuong
