According to Resolution No. 09/2026, just issued by the government, both Decree No. 46/2026 and Resolution No. 66.13/2026 - regarding the registration and announcement of food products - will be suspended until April 15. The two legal documents will take effect again from April 16.
In the meantime, Decree No. 15/2018 and its accompanying documents will remain in force and continue guiding food safety operations across relevant sectors.
The Ministries of Health, Agriculture and Environment, Industry and Trade, Finance, as well as other concerned ministries, agencies, and provincial-level People's Committees have been tasked with fully preparing necessary conditions for the effective implementation of Decree 46 and Resolution 66.13.
On February 3, Prime Minister Pham Minh Chinh signed an urgent dispatch instructing relevant authorities to promptly resolve obstacles in enforcing Decree 46. The Prime Minister requested immediate issuance of guidance documents, particularly concerning food and goods inspection for import and export procedures. He emphasized the need to urgently clear congestion at border gates and ensure timely customs clearance.
At the regular Cabinet meeting on February 4, the Prime Minister directed the prompt drafting and issuance of a government resolution to remove current bottlenecks related to Decree 46. He stressed that such issues must not be prolonged.
The Prime Minister also reminded ministries and agencies to avoid erratic policy shifts. He underlined the importance of including clearly defined transitional clauses in all legal documents.
