V.T.D., a resident of Tay Mo ward in Hanoi, has been penalized for publishing a deceptive video titled “Shock in Chuong My” on YouTube, which falsely depicted a violent crime. The entire video was generated using artificial intelligence, including scripted scenes and AI-created images, sparking public anxiety.

On December 23, the Department of Cybersecurity and High-Tech Crime Prevention of the Hanoi Police announced disciplinary action against the man. V.T.D. manages the YouTube channel “Tuoi Gia Audio” (formerly known as “Ky An Viet Audio”), which regularly uploads fictional crime stories using AI to simulate crime scenes and police investigations.
According to authorities, the suspect had been consistently uploading AI-generated videos that simulate murder cases and law enforcement activity. These videos were designed to attract views and increase ad revenue through YouTube’s monetization system.
One video, posted on November 6 under the title “Shock in Chuong My”, fabricated a complete crime scenario. Both the script and visuals were generated by AI. The video misled many viewers into believing the crime was real, causing confusion and concern.

As a result, the Hanoi police issued an administrative fine against V.T.D. for spreading false information created with AI.
Through this case, the Hanoi Police Department issued a public warning against the misuse of artificial intelligence to create, edit, or spread fake videos, images, or audio content that infringe on the rights and interests of individuals, organizations, or threaten national security and public order.
They also advised social media users not to post, share, or distribute unverified or false content, and emphasized the importance of using AI responsibly and within the bounds of the law. Violations will be strictly dealt with according to legal provisions.
