The appointment was announced on the morning of May 11 during a conference held by the Central Organization Commission to implement the Party Secretariat’s personnel decision.

Hoang Trung Dung, standing deputy head of the Central Organization Commission, announced the decision assigning and appointing Ha Minh Hai to the new position.

Presenting the appointment decision and assigning tasks to the newly appointed official, Nguyen Duy Ngoc, head of the Central Organization Commission, said the leadership consolidation was necessary to meet new demands in Party organization and political system building during the current period.

He added that the move was also aimed at strengthening administrative reform, accelerating digital transformation and improving the quality of strategic advisory work within the Party organization sector.

Nguyen Duy Ngoc described Ha Minh Hai as a well-trained official with strong political credentials, good moral qualities and an innovative, dynamic and creative mindset.

Ha Minh Hai built his career through grassroots experience and has held a number of key leadership positions in Hanoi, including director of the Hanoi Tax Department, director of the Hanoi Department of Finance, secretary of Dong Da District Party Committee, vice chairman of the Hanoi People’s Committee and head of the Hanoi Party Committee’s Organization Commission.

Since becoming head of the Hanoi Party Committee’s Organization Commission in February 2025, he has advised on several breakthrough initiatives in Party organization and development work.

Among the most notable efforts were digital transformation projects, the development of a “digital Party organization” model, reforms in cadre evaluation based on data systems, the application of objective and key results (OKR) governance methods, KPI-based performance measurement and real-time data monitoring.

According to Nguyen Duy Ngoc, the Central Organization Commission will focus in the coming period on advising the implementation of the Resolution of the 14th National Party Congress.

The commission will also continue reviewing and refining regulations related to organizational structures, accelerate administrative reform and digital transformation within the Party, and develop integrated large-scale databases on organizational systems and personnel across the political system.

Stressing that the workload facing both the commission and the Party organization sector would be significant in the coming period, Nguyen Duy Ngoc called on the commission’s leadership, departments and units to continue promoting solidarity and close coordination.

He also urged them to create favorable conditions for Ha Minh Hai to quickly adapt to his new role and make full use of his practical experience and professional capacity.

In remarks after receiving the appointment, Ha Minh Hai expressed gratitude to General Secretary and State President To Lam, the Politburo, the Party Secretariat and the leadership of the Central Organization Commission for entrusting him with the new position.

He said he fully understood that the appointment was both an honor and a major responsibility.

Hai pledged to continue improving himself, uphold responsibility and solidarity, quickly familiarize himself with his duties and work together with the commission’s leadership to fulfill all assigned tasks.
