The appointment was made on the morning of April 20 during the first session of the 17th Hai Phong People’s Council for the 2026-2031 tenure.

Born in 1976 in Gia Lai province, Do Thanh Trung holds a master’s degree in economics and has spent many years working at the former Ministry of Planning and Investment.

In March 2023, he was appointed deputy minister of the Ministry of Planning and Investment. By February 2025, following the merger of the Ministry of Finance and the Ministry of Planning and Investment, he assumed the role of deputy minister of finance.

In March 2026, he was assigned and appointed to join the Hai Phong Party Committee, serving as a member of the Executive Committee, Standing Committee, and Deputy Secretary of the municipal Party Committee for the 2025-2030 term.

Speaking after his election, the newly appointed chairman said he would continue to study, improve himself, and fully apply his knowledge, capacity, and experience to contribute to the development of Hai Phong.

At the same session, the People’s Council re-elected Le Van Hieu, Deputy Secretary of the municipal Party Committee and chairman of the 16th People’s Council, to continue serving as chairman of the 17th People’s Council for the 2026-2031 term.

Vice chairmen of the 17th People’s Council include Dao Trong Duc, Bui Duc Quang, and Nguyen Khac Toan.
