Speaking at the opening session of the second meeting of the 17th Hanoi People’s Council for the 2026-2031 term on May 11, Permanent Vice Chairman Tran The Cuong said the council would not yet review or approve three agenda items during this session.
The delayed items include the low-emission zone proposal within Ring Road 1, an investment project for roads adjacent to the National Children’s Hospital and Kidney Hospital, and a resolution on support policies for doctoral training from 2026 to 2030.
According to Tran The Cuong, the draft submissions and resolutions had not yet met all documentation and information requirements.

Following reviews by committees under the Hanoi People’s Council, authorities concluded that the low-emission zone proposal would require stronger policy alignment to ensure feasibility and public consensus.
The proposal would need to be synchronised with policies supporting investment in clean-energy road transport infrastructure, non-motorised transport systems, incentives for converting fossil fuel vehicles to clean-energy alternatives, and measures to limit polluting road vehicles across the city.
As a result, the Standing Committee of the Hanoi People’s Council agreed to postpone consideration of the proposal and requested the Hanoi People’s Committee to complete and align the related resolutions for submission at the council’s June session.
Tran The Cuong said the issue has received close attention from the Hanoi Party Secretary, who was expected to issue further instructions on May 11 to accelerate completion of the proposals.
The People’s Council session will still review and approve several spending-related resolutions, including policies supporting forces involved in maintaining public security and political tasks under the Hanoi Police Department, as well as funding for organising education examinations.
Lawmakers will also discuss projects implemented under National Assembly Resolution No. 258/2025/QH15 on piloting special mechanisms and policies for the capital.
Several major public investment projects are set to be reviewed, approved or adjusted during the session. They include a wastewater collection system for the S3 basin, an urban redevelopment project linked to National Highway 1A, adjustments to the Ring Road 3.5 project section connecting Phuc La - Van Phu Road to the Phap Van - Cau Gie Expressway, and the Ring Road 3 project passing through Dong Anh district.
The council will also consider resolutions related to land recovery projects serving socio-economic development for national and public interests.
In addition, the Hanoi People’s Council is expected to review personnel matters, including the election of two additional vice chairmen of the Hanoi People’s Committee for the 2026-2031 term.
The nominees are Do Anh Tuan, member of the Standing Committee of the Hanoi Party Committee and head of the municipal Inspection Commission, and Bui Duy Cuong, director of the Department of Agriculture and Environment.
The current leadership of the Hanoi People’s Committee includes Chairman Vu Dai Thang and four vice chairmen: Nguyen Xuan Luu, Duong Duc Tuan, Truong Viet Dung and Vu Thu Ha.
