At 12:15, the motorcade carrying President Putin arrived at the Presidential Palace. President To Lam greeted him at the car door with a handshake. Both leaders smiled and waved amidst the enthusiastic cheers of children holding Vietnamese and Russian flags.

Simultaneously, 21 cannon shots were fired at Thang Long Imperial Citadel to mark the occasion. The live broadcast of the cannon fire was shown on LED screens at the Presidential Palace.

President To Lam and President Putin reviewed the Guard of Honor of the Vietnam People's Army.

After the flag-raising ceremony, the Vietnam People's Army Honor Guard shouted in unison, "Wishing the President good health!" The two leaders witnessed the Vietnam People's Army Honor Guard marching past the podium.

Next, President To Lam and President Putin introduced the members of the high-ranking delegations from both countries attending the welcoming ceremony.

12:25: After the State-level welcoming ceremony, in the Mirror Room of the Presidential Palace, President To Lam and President Putin took souvenir photos.

The two leaders led high-ranking delegations from both countries to hold talks, evaluate the results of past cooperation, and propose directions for future collaboration. Following the talks, the leaders will co-chair a joint press conference to announce the outcomes.

At 12:10, President To Lam emerged from the Mirror Room of the Presidential Palace to prepare for the welcoming ceremony, which he chaired. President Putin is the first foreign head of state President To Lam has welcomed in his new role.

By 12:00, children and hundreds of young people with Vietnamese and Russian flags lined the road, ready to greet President Putin. Soldiers of the Vietnam People's Army Honor Guard stood in formation, preparing for the ceremony.

The Honor Guard, armed and accompanied by the Military Band, stabilized their formation in the courtyard of the Presidential Palace.

Following the welcome ceremony, Presidents To Lam and Putin led high-level delegations in talks to review and propose future cooperation. They will co-chair a press conference to announce the results.

President Putin is also scheduled to meet with General Secretary Nguyen Phu Trong, Prime Minister Pham Minh Chinh, and visit President Ho Chi Minh's Mausoleum.

Additionally, he will meet National Assembly Chairman Tran Thanh Man, members of the Vietnam-Russia Friendship Association, and alumni who studied in Russia. The day will conclude with a state banquet.

This visit marks President Putin's fourth to Vietnam, highlighting the significance of strengthening the comprehensive strategic partnership between the two countries, especially as they work towards realizing the Joint Declaration on the Comprehensive Strategic Partnership Vision until 2030.
