The city is finalizing a proposal to build a 14.67-kilometer road and bridge connecting Can Gio District with the coastal city of Vung Tau.

The project is to be developed under a Build-Transfer (BT) model, with Vingroup as the sole investor, committing 100% of the funding without requiring public capital.

The proposed route begins at Bien Dong 2 Road in the Can Gio reclaimed urban area and ends at the planned Sao Mai–Ben Dinh road, intersecting with 30/4 Street in Tam Thang Ward.

The highway would cross the Ganh Rai Bay, an area known for its complex geological and hydrological conditions.

The total investment of over $4.3 billion includes interest accrued during the construction phase. The capital will be sourced entirely from Vingroup’s equity and commercial loans. In return, the state will repay the investor with allocated land use rights.

Construction is scheduled to begin in June 2026, with completion and operational launch planned for the second quarter of 2029.

Due to the scale of the project and its potential impact on multiple sectors - such as maritime navigation, water resource management, construction, and urban planning - the city has sought written opinions from the Ministry of Defense, Ministry of Finance, Ministry of Construction, and Ministry of Agriculture and Environment.

To ensure proper legal procedures and a comprehensive evaluation of the investment proposal, HCMC has requested that feedback be submitted before December 25, 2025.

A new coastal corridor

According to the investor's research, the Can Gio–Vung Tau route will span approximately 14.67 kilometers, of which nearly 11 kilometers will be a sea-crossing bridge.

The bridge is designed with four lanes for motor vehicles and two mixed-use lanes. It will feature a cable-stayed structure, with a main span of 600 meters and a vertical clearance of up to 55 meters - currently the highest standard in Vietnam - to accommodate large vessels accessing the Cai Mep–Thi Vai port complex.

Currently, traveling between Can Gio and Vung Tau requires a detour via National Highway 51 or a ferry ride, taking between 90 and 120 minutes.

Once completed, the new highway will reduce travel time to just about 10 minutes, offering a direct and exclusive coastal connection.

The project is expected to act as a powerful catalyst for tourism development in Can Gio, enhance operations in the Long Son Industrial Zone, increase capacity at the Cai Mep–Thi Vai port cluster, and ease pressure on National Highway 51 and Road 965.
