Since 2018, the HCM City Municipal Department of Home Affairs (DOHA) has been unable to enrol any outstanding graduates or young scientists to work in its state agencies, according to a recent report submitted to the city's People's Committee.
The DOHA report sheds light on the challenges faced by the city in its efforts to attract and retain top talent.
The report shows that State agencies are struggling to recruit due to the lucrative deals graduates and scientists are offered to either continue their education through scholarships, either at home or abroad, or to join the private sector.
These highly qualified and sought-after human resources are often offered employment by private organisations and enterprises with attractive incomes and opportunities to advance their career.
This makes it difficult for State agencies to find and recruit excellent graduates, as the State income is much lower than that of the private sector.
The recruitment policy and salary process are implemented based on Decree No 140/2017/NĐ-CP, issued on December 5, 2017, which applies to the whole country, though the highest cost of living is in HCM City.
The DOHA also said that training public employees is also facing difficulties as the law does not allow the State budget to train those people.
To attract the aforementioned talents, the DOHA suggested that city leaders provide policies to improve income and allowance for those forces.
In the draft resolution to replace Resolution 54/2017 of the National Assembly (NA), HCM City proposed the State allow the HCM City People's Council to decide on salary and other policies to recruit public employees from excellent graduates.
If the NA approves the proposal, HCM City will issue specific regulations on salary and allowance to recruit and retain those excellent young people to serve in the state agencies. — VNS
