The People’s Committee of Ho Chi Minh City has issued a directive to implement conclusions made by Deputy Prime Minister Tran Hong Ha following his inspection of the construction site and Lunar New Year visit to officials and workers of the Long Thanh International Airport Phase 1 project.
The document, signed by Vice Chairman of the municipal People’s Committee Bui Xuan Cuong, assigns the Ho Chi Minh City Police to take the lead in developing plans to ensure security, public order and traffic safety along major connecting routes. Authorities are also required to coordinate traffic organization and regulation during peak periods, particularly when the project becomes operational.
The city has tasked the Department of Construction with coordinating with the Management Board for Traffic Construction Investment Projects and relevant units to review all transport projects connecting Long Thanh International Airport with central Ho Chi Minh City and Tan Son Nhat International Airport.
Under the directive, the Department of Construction must clearly identify items on the critical path schedule, clarify technical bottlenecks, site clearance issues, material supply constraints and construction organization challenges. It is also required to propose specific and feasible solutions to ensure synchronized completion in accordance with the approved plan.
The department has been instructed to strengthen on-site inspection and supervision, requiring investors and contractors to commit to detailed monthly and weekly schedules. Before the 25th of each month, it must consolidate reports and submit them to the municipal People’s Committee.
City leaders have also assigned the Department of Finance to coordinate with the Department of Construction and project investors to review and advise on sufficient and timely allocation of public investment capital for connectivity projects under municipal authority. The department must monitor and expedite payment for completed volumes of work, and propose solutions to resolve financial obstacles so as not to affect construction progress.
The Department of Planning and Architecture has been asked to review the compatibility of connection projects with approved master plans, ensuring synchronization between aviation infrastructure and the broader urban and regional transport system. If adjustments are needed, it must promptly advise and propose them to the municipal People’s Committee in accordance with regulations.
The Management Board for Traffic Construction Investment Projects is required to focus resources, assign leaders to oversee specific tasks, review the progress of each contract package and component, and develop catch-up plans if delays occur. The board will be held accountable before the municipal People’s Committee for any delays caused by subjective factors.
The municipal People’s Committee has requested heads of departments, agencies and units to strictly implement the directives and promptly report difficulties or issues beyond their authority for consideration and resolution.
