Hoa Binh Provincial Party Committee recently held an online provincial conference on the topic “Solutions for Urban and Regional Planning to Attract Investment Projects in Hoa Binh Province Starting in 2024.”
Hoa Binh Province holds significant potential for agriculture, industry, and tourism development. In recent years, the province has proactively strengthened diplomatic and economic cooperation while implementing various preferential policies to attract investors.
Administratively, Hoa Binh includes one city and nine districts. Among these, districts such as Cao Phong, Da Bac, Mai Chau, Tan Lac, Yen Thuy, and Lac Son are in the process of completing regional planning projects, with a current provincial coverage of 40% in regional planning.
The province has focused on high-tech agriculture, industry, and tourism development while emphasizing environmentally friendly technology, product quality, and added value enhancement.
Hoa Binh has identified seven areas for comprehensive functional zoning, including the Hoa Binh Lake National Tourism Area, which has already completed its zoning plan. Additionally, most urban areas have received approval for their general planning schemes.
These efforts align with the provincial master plan for the 2021–2030 period, with a vision to 2050, as approved by the Prime Minister in Decision No. 1648/QĐ-TTg dated December 20, 2023.
At the conference, participants discussed opportunities, challenges, and solutions to accelerate planning and attract investment for socio-economic development in the province.
Enhancing Cooperation and Investment
The Hoa Binh Provincial Party Committee emphasized that provincial and sectoral planning is crucial for spatial development orientation, serving as a legal basis for managing planning and mobilizing investment resources. This will maximize the province’s potential and advantages while driving sustainable economic restructuring.
The Standing Committee of the Provincial Party Committee urged all levels and sectors to:
Strengthen accountability and administrative discipline.
Ensure consistency and alignment between the provincial master plan for 2021–2030 (with a vision to 2050) and national, regional, land use, and other related plans.
Review and adjust specialized plans, particularly land use planning.
Propose and amend mechanisms and policies to drive socio-economic development.
Prioritize state budget investments in key industries and breakthrough infrastructure projects with wide-reaching impacts.
Effectively mobilize resources from all economic sectors, organizations, and investors.
The province is committed to creating favorable conditions for businesses and investors during their investment, production, and business processes.
Hoa Binh is targeting four key investment areas: High-quality, modern industrial production; Processing of agricultural, forestry, and aquatic products; Tourism and resort development; Urban development integrated with ecological features.
To support these areas, the province is prioritizing investments in essential infrastructure such as transportation and power supply and expediting urban planning in high-potential locations.
Chairman of the People’s Committee, Bui Van Khanh, affirmed, “The Hoa Binh government warmly welcomes businesses and investors, committing to support and collaborate for mutual development. Hoa Binh aspires to become a sustainable investment destination.”
Investment Promotion Program 2024
On March 5, 2024, the Hoa Binh People’s Committee issued Decision No. 323/QĐ-UBND on the 2024 Investment Promotion Program.
The program focuses on implementing the 2021–2025 socio-economic development plan, in line with: The 13th National Party Congress Resolution; The 17th Provincial Party Congress Resolution; Resolution No. 50-NQ/TW dated August 20, 2019, from the Politburo on foreign investment cooperation policies; Government Resolution No. 58/NQ-CP dated April 27, 2020, for implementing Resolution No. 50-NQ/TW.
The province seeks to attract reputable and experienced investors for key projects in high-tech agriculture, the Hoa Binh Lake National Tourism Area, industrial zones, and key economic regions.
Priority is given to projects involving modern technologies, high knowledge content, and environmental friendliness, leveraging resources efficiently and creating competitive products. Investment is also encouraged in digital economy sectors, ICT, biotechnology, advanced materials, and clean energy.
Hoa Binh continues to emphasize research, innovation, and technology transfer to foster creativity and entrepreneurship, aligning with global technological trends such as Industry 4.0.
