The 4th Congress of Ethnic Minority Delegates in 2024 is a significant socio-political event for Hoa Binh Province, symbolizing the unity and solidarity among its ethnic communities.

Hoa Binh: A Land of Rich History and Diversity

Hoa Binh, a province with a long-standing cultural and revolutionary tradition, is home to diverse ethnic minority communities. Over 660,000 people reside in 145 communes, wards, and townships across 10 districts and cities, forming a cohesive community in mountainous and economically disadvantaged areas.

This year’s congress convened 250 delegates, including 65 official delegates, 99 elected representatives from districts and cities, and 86 provincial-level delegates. The participants represented 11 ethnic groups: Muong, Dao, Tay, Thai, Mong, Hoa, Nung, Cao Lan, Pa Co, Khmer, and San Diu. The oldest delegate was born in 1940, while the youngest was born in 2012.

The congress reviewed progress made during the implementation of the Resolution of the 3rd Ethnic Minority Congress (2019–2024). Significant achievements include the development of socio-economic policies for ethnic minorities and the mountainous areas, most notably Resolution No. 03-NQ/TU issued on July 30, 2021, by the Provincial Party Committee.

Highlights of the past five years include:

Infrastructure development: Improved to meet local socio-economic development needs.

Poverty reduction: Ethnic minority poverty rates declined by 3.36% annually, while extremely disadvantaged communes saw a 6.40% annual reduction - exceeding targets set by the 2019 congress.

Increased income: Per capita income reached 77.59 million VND per year.

Cultural preservation: Efforts to protect and promote traditional cultural values have gained societal recognition and support.
Social stability: Security and public order have been maintained.

Political and social systems: Strengthened solidarity among ethnic groups, fostering mutual assistance and progress.

Ethnic minorities have actively participated in socio-economic development, poverty alleviation, and new rural construction. Their innovative approaches and perseverance have brought significant changes to the province.

Vice Chairman of the Provincial People’s Committee, Dinh Cong Su, acknowledged the challenges faced by ethnic minorities but praised their efforts in overcoming difficulties to achieve substantial progress in socio-economic development, defense, and security.

The congress also celebrated exemplary individuals and collectives for their outstanding contributions. This recognition serves as an inspiration for ethnic minorities to continue their role in developing Hoa Binh Province.

The 4th Congress reinforced the Party and State’s consistent policies on ethnic unity and inclusiveness. It also provided an opportunity to honor achievements and encourage ethnic communities to contribute to the sustainable development of Hoa Binh.

As Hoa Binh moves forward, the congress stands as a testament to the collective determination to enhance the province’s socio-economic growth and cultural preservation.
