Recognizing the critical role of culture in socio-economic development and strengthening the political system, Hoa Binh Province has adopted numerous policies to promote cultural development, meeting the requirements of sustainable growth.
Efforts to Build a Healthy Cultural Environment
In addition to fostering education and comprehensive human development, the Provincial People's Committee has focused on planning, training, and developing cultural leadership and management personnel. Religious and spiritual activities are managed with respect and adherence to cultural traditions, drawing significant public interest and participation.
The province has strengthened the “All People Unite to Build a Cultural Life” movement to foster a vibrant cultural environment. Programs such as “Cultural Families,” “Cultural Villages,” and “Cultural Agencies, Units, and Enterprises” have been effectively implemented in tandem with new rural and urban development initiatives.
Cultural Families: Nearly 90% of households in the province hold this designation.
Cultural Villages: Over 90% of residential areas meet the criteria.
Cultural Organizations: More than 90% of agencies, units, and businesses qualify as cultural entities.
The preservation of tangible and intangible cultural heritage has garnered widespread public support, enhancing social unity and limiting negative societal phenomena.
The province has focused on modernizing cultural governance and aligning cultural development with socio-economic, defense, and security objectives. Key efforts include:
Preserving Mo Muong Culture: Organizing teaching programs and submitting UNESCO dossiers for recognition of Mo Muong as an intangible cultural heritage requiring urgent protection.
Heritage Protection: Managing and promoting over 41 national monuments, 61 provincial monuments, and 102 protected sites.
The province also emphasizes community-based cultural activities, with 1,482 performance teams hosting 10,000 annual shows, attracting over 2 million attendees. These activities have preserved and promoted ethnic cultural heritage while boosting tourism and improving livelihoods in remote and disadvantaged areas.
Developing Cultural Industries and Markets
To implement the "Vietnam Cultural Industries Development Strategy to 2030," Hoa Binh has set specific goals for advertising, handicrafts, fashion design, cinema, performing arts, and cultural tourism.
Cultural Tourism: Positioned as a key economic sector contributing to provincial growth.
Cultural Products: Investments in village industries and services linked to tourism.
The province is actively attracting investment for high-quality tourism projects, focusing on Hoa Binh Lake National Tourism Area and other potential localities such as Kim Boi, Lac Son, and Lac Thuy.
The Provincial People's Committee has implemented plans like the "Cultural Development Strategy to 2030" and the "Cultural Diplomacy Strategy to 2030." These strategies aim to integrate cultural growth with socio-economic development, ensuring that Hoa Binh’s rich cultural heritage continues to thrive as a foundation for sustainable progress.
