Trunk simcards still exist but the number has decreased significantly following the Ministry of Information and Communications’ (MIC) instructions to eliminate them.
The Information and Communications Ministry has asked mobile phone carriers to either fully eliminate junk SIM cards or face strict punishments.
Ignoring the latest decision by the Ministry of Information and Communications (MIC) on suspending new online registrations and standardizing information, telcos are still blatantly selling simcards to develop new subscribers.
Surveys conducted by VietNamNet at sales agents in Hanoi have found that most junk simcards sold are issued by four mobile network operators – Viettel, VinaPhone, MobiFone and Vietnamobile.
The serious measures applied by the Ministry of Information and Communications (MIC) have begun showing an effect. The trade of ‘junk’ simcards and ready-activated simcards has reduced considerably.
The Information and Communications Ministry is conducting a large-scale nationwide inspection to update SIM card owners’ information and wipe out non-original or pre-activated SIM cards from the market.

If mobile network operators do not observe regulations on mobile subscriber management, their leaders will have to bear responsibility.
