Creating a breakthrough from digital transformation
Compared to the delta provinces, the digital transformation process in mountainous provinces faces many more difficulties when the technical infrastructure is poor, investment resources are limited, and people's educational level is still low.
However, digital transformation is the fastest way to help shorten the development gap between the delta and mountainous regions.
Therefore, Lai Chau focuses on implementing many solutions to promote digital transformation, meeting current and future development requirements.
The Provincial Party Executive Committee issued Resolution No. 09-NQ/TU dated February 25, 2022 on Lai Chau’s Digital Transformation Program for the period of 2021 - 2025, with a vision to 2030, considering digital transformation as a breakthrough and important task, both urgent and long-term, closely linked to the process of socio-economic development, ensuring national defense and security, contributing to promoting the province's development in a fast and sustainable direction.
This is an important policy to determine the implementation of digital transformation not for just for anyone, but for the entire political system. Based on the Resolution, projects and plans on digital transformation in industries and fields were also issued, orienting the digital transformation process in the right direction set by the Party and State.
Regarding digital infrastructure: Fiber optic broadband transmission network infrastructure is of special interest and is highly invested by local businesses. Up to now, the whole province has 14,433 km of fiber optic cables that have basically met the needs of the people and local authorities. Enterprises also focus on building, developing and implementing mobile information network infrastructure (2G/3G/4G) to 100% of communes/wards/towns, and 97% of villages/hamlets/resident groups in Lai Chau province.
At present, the province has a total of 405,320 telephone subscribers, 49,345 Internet subscribers in the forms of ASDL, xDSL and FTTH. There is also Internet via 3G and 4G devices. The total number of BTS mobile information transceiver station devices in the province is 1,989.
Regarding digital data: In the province, there are 18 databases of departments, branches, and localities; the rate of applications with shared data connected and used via the Provincial Data Sharing and Integration Platform (LGSP): 53.8%; the rate of data services available on the National Data Sharing and Integration Platform officially put into use in the province: 53.33%.
Regarding digital platform: the provincial data integration and sharing platform has been completed and officially put into operation, ensuring interconnection of the province's information system and database of ministries and central agencies. In addition, the province also focuses on promoting 10 digital platforms to serve the local government, 03 digital platforms to serve businesses and 06 digital platforms to serve the people approved for being promoted as: Electronic invoice platform, Electronic payment platform, Digital map platform, voso.vn e-commerce platform, postmart.vn e-commerce platform...
Regarding Digital Economy: In 2022, digital economy accounted for 8,569% of total products in the province. The 2022 revenue of telecommunications and information technology services was nearly 400 billion VND. The number of people aged 15 and over with transaction accounts at banks reached 84.22%. 100% of businesses in the province conducted electronic transactions in financial activities.
About Digital Society: The rate of mobile phone subscribers using smartphones reached 72.9%. The rate of households covered by broadband and fiber optic Internet reached 41.5%. The proportion of the adult population with smartphones reached 59.72%.
Speeding up coverage of fiber optic networks and broadband mobile networks
To continue promoting Digital Transformation in the coming time to serve people and businesses, the province is accelerating the speed of covering fiber optic networks and broadband mobile networks to all villages with grid electricity;
Promote communication, propaganda, training, seminars, competitions... about digital transformation; Thoroughly grasp the view that digital transformation is a transformation of thinking, perception and action for all officials, civil servants, public employees, students, and people throughout the province;
Widely apply non-cash payment platforms in commercial activities, medical examination and treatment, fee collection, and tuition in urban areas, towns, and other places with sufficient telecommunication infrastructure; Support people to deposit and withdraw cash via electronic accounts in some places where telecommunications infrastructure is still limited;
Strengthen the work of ensuring network safety and security, perform cyberspace monitoring, regularly warn and guide methods to identify and prevent malicious and fake information; Protect personal information on the internet and social networks.
