On the morning of July 27, the Thanh Hoa Provincial Party Committee held a conference to announce a decision by the Party Central Committee’s Secretariat on personnel appointments.

Attending the conference were Politburo member, Secretary of the Party Central Committee and head of the Party Central Committee’s Organization Commission Nguyen Duy Ngoc; Party Central Committee member and Permanent Deputy Head of the Organization Commission Hoang Trung Dung; Party Central Committee member and Senior Lieutenant General Le Quoc Hung, Deputy Minister of Public Security; and Party Central Committee member Nguyen Hoai Anh, Permanent Deputy Minister of Ethnic and Religious Affairs, along with representatives of central agencies, ministries and sectors and leaders of Thanh Hoa province.

At the conference, Hoang Trung Dung announced the Secretariat’s decision approving Major General To Anh Dung, director of the Thanh Hoa Provincial Police, as Deputy Secretary of the Thanh Hoa Provincial Party Committee for the 2025-2030 term. He was also nominated for election by the provincial People’s Council as chairman of the Thanh Hoa Provincial People’s Committee for the 2026-2031 term.

Speaking at the conference, Nguyen Duy Ngoc said that despite numerous difficulties and challenges, Thanh Hoa had achieved significant results across a range of areas through unity, innovation and strong determination. The provincial economy continued to maintain its growth momentum, while state budget revenue, investment attraction and public investment disbursement recorded positive results. Social welfare was maintained, people’s material and spiritual well-being continued to improve, national defense and security remained stable, and efforts to strengthen the Party and political system continued.

Nguyen Duy Ngoc said Thanh Hoa has a large population and extensive territory, with considerable potential and advantages, while occupying a particularly important strategic position in Vietnam’s north-central region and the country as a whole. These strengths also place considerable demands on the province’s leadership as it enters a new stage of development.

According to Nguyen Duy Ngoc, the Secretariat’s decision to approve Major General To Anh Dung as Deputy Secretary of the Thanh Hoa Provincial Party Committee and nominate him for election as chairman of the provincial People’s Committee followed a comprehensive assessment of his political qualities, capabilities, qualifications, practical experience and reputation.

He called on the provincial Party Committee’s Standing Board and Executive Committee, Party committees and authorities at all levels, the provincial Vietnam Fatherland Front Committee, socio-political organizations and officials across Thanh Hoa to continue promoting unity and create favorable conditions for To Anh Dung and the provincial leadership to fulfill their responsibilities.

He also urged the province to focus on effectively implementing resolutions adopted by the central authorities, the resolution of the 20th Thanh Hoa Provincial Party Congress for the 2025-2030 term, and resolutions of the provincial People’s Council for the 2026-2031 term.

Immediately after the conference, the Thanh Hoa Provincial People’s Council convened a session and elected Major General To Anh Dung chairman of the Thanh Hoa Provincial People’s Committee for the 2026-2031 term.

To Anh Dung was born in 1978 in Nghia Tru commune, Hung Yen province, and holds a master’s degree in law. He has spent more than 30 years serving in the People’s Public Security force.

He was transferred and appointed director of the Thanh Hoa Provincial Police in June 2025.
