On the afternoon of July 25, the Can Tho City Party Committee held a conference to announce the Politburo's decision on personnel matters.

Nguyen Duy Ngoc, Head of the Party Central Committee's Organization Commission, presented the Politburo's decision to Do Thanh Binh.

Under the decision, Binh will cease serving as a member of the Executive Committee and Standing Committee of the Government Party Committee. He will also step down as Deputy Head of the Party Central Committee's Organization Commission and relinquish related positions.

At the same time, the Politburo reassigned and appointed Binh to the Executive Committee and Standing Committee of the Can Tho City Party Committee and named him Secretary of the Can Tho City Party Committee for the 2025-2030 term. He was also appointed to the Party Committee of Military Region 9.

Binh succeeds Le Quang Tung, who was recently reassigned and appointed by the Politburo as Secretary of the An Giang Provincial Party Committee.

Do Thanh Binh was born in 1967 in Tri Phai commune, Ca Mau province. He holds a master's degree in economics, a bachelor's degree in political economics and a bachelor's degree in politics.

He is a member of the 13th and 14th Party Central Committees and a deputy to the 15th and 16th National Assemblies.

Having risen through grassroots-level positions, Binh held a range of posts in the former Kien Giang province, including Secretary of the District Youth Union, Chairman of a District People's Committee, Secretary of the Vinh Thuan District Party Committee, Head of the Provincial Party Committee's Organization Commission, Vice Chairman of the Provincial People's Committee, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee and Secretary of the Provincial Party Committee.

In early 2025, he was reassigned and appointed by the Politburo as Secretary of the Can Tho City Party Committee for the 2020-2025 term.

After Can Tho City merged with Hau Giang and Soc Trang provinces, Do Thanh Binh was appointed by the Politburo and the Secretariat as Secretary of the Party Committee of the newly formed Can Tho City.

In September 2025, Binh became Deputy Head of the Party Central Committee's Organization Commission and Permanent Deputy Minister of Home Affairs.

In October 2025, the National Assembly approved his appointment as Minister of Home Affairs.
