Deputy Minister of Health Do Xuan Tuyen has signed a decision announcing amended and supplemented administrative procedures in the field of food safety under Government Resolution No. 21/2026, which falls under the management authority of the Ministry of Health.
Under the new regulations, authority over the registration of advertising content for health supplements will be decentralized from the central government to chairpersons of provincial People's Committees.
According to current regulations, health supplements advertised through websites, newspapers, broadcast media, leaflets, posters and other channels must obtain official certification of advertising content from a competent authority.
Prior to July 1, the Food Safety Authority under the Ministry of Health was authorized to issue such approvals. Beginning July 1, this responsibility will be transferred to provincial-level health agencies or other specialized agencies designated by provincial People's Committees.
The Ministry of Health said the transfer of authority is expected to shorten processing times, reduce costs and create more favorable conditions for businesses.
At the same time, local governments will have greater flexibility in managing and supervising health supplement advertising activities within their jurisdictions.
At the central level, the Ministry of Health will continue implementing simplified administrative procedures for two categories of health supplement products:
Registration of product declarations for imported health supplements.
Registration of product declarations for domestically manufactured health supplements.
