As per the draft, rooftop solar power production refers to solar panels installed on the roofs of buildings, which are then linked to equipment serving power generation. This power source will serve on-site consumption, not for sale to either organizations or individuals.
These buildings include residential houses, offices, facilities in industrial zones, as well as legally constructed business and production facilities.
The draft decree introduces two types of rooftop solar power. The first type involves rooftop solar power sources connected to the national grid.
In contrast, the second features non-commercial rooftop solar power systems, which are not connected to the national grid, intended solely for on-site usage. This type will be prioritized for development without capacity limitations.
Notably, those developing this type of power will have necessary documentation and procedures handled through a one-stop-shop mechanism as stipulated in this draft decree.
The authorities are now encouraging firms and individuals to boost their production and energy consumption by integrating rooftop solar energy with their energy storage system.
Priority will be placed on allocating funds to install rooftop solar power systems at administrative headquarters, public service units, and properties recognized as public assets.
Exclusions from this draft decree include rooftop solar power installations carried out under Clause 11, Article 5 of Resolution No. 98 issued by the National Assembly regarding the pilot implementation of specific mechanisms and policies for HCMC’s development.
