At a meeting on January 6 to review December 2024 public complaints and petitions, Deputy Chair of the National Assembly Tran Quang Phuong emphasized the need for the Ministry of Public Security to inspect and ensure the technical reliability of traffic signal systems to prevent wrongful fines for citizens.
Traffic safety awareness improves
Deputy Chair Phuong noted that public awareness of traffic safety has significantly improved since the implementation of government decrees on administrative violations in traffic management.
"Youth drinking alcohol no longer dare to drive, and violations such as running red lights have decreased markedly," he said.
However, Phuong stressed the importance of technical checks on traffic signal systems. "The Ministry of Public Security must collaborate with other sectors to ensure the reliability of these systems. This is a matter of great concern for National Assembly deputies and voters."
Positive impact of Decree 168
Chairman of the Economic Committee Vu Hong Thanh highlighted the positive effects of Decree 168/2024, which addresses administrative violations in road traffic and introduces points-based penalties for driver’s licenses.
He noted that the decree had an immediate impact on improving road behavior but cautioned that some traffic signal systems still exhibit technical faults. Thanh urged authorities to prioritize maintenance and early rectification to ensure fair enforcement.
Public education and enforcement
National Assembly Chair Tran Thanh Man called for stronger public education efforts about the new regulations, emphasizing the importance of reaching every household.
"While laws and decrees are correct, their initial implementation may face challenges. Continuous adjustments and clear communication are needed to help citizens understand and comply," he said.
Man also urged National Assembly deputies to engage with voters proactively and counter divisive narratives that undermine public trust in the government’s policies.

Deputy Minister of Public Security Senior Lieutenant General Tran Quoc To affirmed the ministry’s commitment to addressing concerns raised by the National Assembly Standing Committee, particularly regarding traffic safety.
"We will take the feedback into consideration and work to improve the situation," he said.
Focus on traffic safety during Tet
Dương Thanh Binh, Head of the Public Petition Committee, presented public concerns about traffic congestion and accidents, particularly during the Tet holiday.
He urged the Ministry of Transport to strengthen oversight of transport operators, ensuring compliance with regulations on ticket pricing and preventing unfair fare hikes.
The Ministry of Public Security was also encouraged to launch public awareness campaigns and enforce penalties for overloaded and oversized vehicles. Binh stressed the need for concrete plans to reduce traffic accidents and ensure safety amid increased transport demand during the holiday season.
