At the Hanoi Opera House, where the first session of the 1st National Assembly of the Democratic Republic of Vietnam took place, National Assembly Chairman Tran Thanh Man welcomed President Putin and the high-ranking delegation of the Russian Federation on behalf of the Vietnamese National Assembly.

The National Assembly Chairman emphasized that Vietnam highly values the traditional friendship and comprehensive strategic partnership with Russia and remembers the wholehearted support and assistance that the people of the former Soviet Union and the present-day Russian Federation have provided to Vietnam.

Vietnam identifies its relationship with the Russian Federation as of strategic importance, considering Russia a leading important partner in its foreign policy. Vietnam seeks to promote cooperation with Russia in all fields for the common interests of both nations, as well as for peace, stability, and development in the region and the world.

Regarding inter-parliamentary cooperation, Chairman Tran Thanh Man affirmed that this is a crucial pillar in the friendly cooperation between Vietnam and the Russian Federation, which has been continuously consolidated and developed.

Sharing with President Putin some specific results of inter-parliamentary cooperation between the two countries, the National Assembly Chairman noted that the Vietnamese National Assembly has signed a cooperation agreement with the Federation Council of the Russian Federation and the State Duma of the Russian Federation. 

The two sides are discussing re-signing this agreement this year, with plans to include specific cooperation content between the Friendship Parliamentarians' Group of Vietnam and the Cooperation Group with the Vietnamese National Assembly of the Federation Council of the Russian Federation.

The National Assembly Chairman also outlined specific directions and cooperation activities expected to be carried out by the legislative bodies of the two countries in the coming time, aiming to make a positive contribution to the bilateral relationship. He hoped that President Putin would continue to support and promote the relationship between the legislative bodies of the two countries.

President Putin congratulated Tran Thanh Man on his election as Chairman of the National Assembly of Vietnam. The President hoped that the National Assembly Chairman would continue to coordinate with the leaders of the State Duma of the Russian Federation and the Federation Council of Russia to enhance cooperation between the two countries and their National Assemblies.

President Putin agreed with the assessment of National Assembly Chairman Tran Thanh Man on the relationship between the two countries and their legislative bodies. He emphasized that inter-parliamentary cooperation and cooperation between the two countries' political parties are very important, noting the strong relationship between the Communist Party of Vietnam and the United Russia Party, as well as between the National Assembly of Vietnam and the State Duma of the Russian Federation.

This, he stated, forms a solid foundation for promoting relations between the two National Assemblies and building a legal framework to strengthen the Vietnam-Russia relationship. The Russian President expressed hope that the Vietnamese National Assembly would ratify and promote the implementation of bilateral activities between the two countries.

Mr. Putin affirmed that promoting relations with ASEAN is a priority for the Russian Federation and that this cooperation will create opportunities for development for both sides.

Russian President Putin looks forward to the official visit to the Russian Federation by National Assembly Chairman Tran Thanh Man at the invitation of Chairman of the State Duma of Russia Vyacheslav Volodin.
