This morning, the 15th National Assembly opened its 10th session-a session of special significance, marking the conclusion of a transformative term that emphasized innovation, democracy, responsibility, and effectiveness. It also serves as a foundation and springboard for the upcoming 16th term, which is expected to be more comprehensive and profound.

In his opening speech, National Assembly Chairman Tran Thanh Man stated that over the course of approximately 40 days, the National Assembly would review, discuss, and make decisions on an exceptionally large legislative agenda-one with vital strategic implications.

The legislature is expected to consider and pass 53 draft laws and resolutions, making it the largest legislative workload in the history of National Assembly sessions.

This extensive agenda is a vivid demonstration of the principle that "laws must take the lead," paving the way for innovation and placing people's lives and interests as the ultimate measure of all policy decisions.

These draft laws span nearly all critical sectors and address many emerging and fast-evolving issues.

They are designed to promptly institutionalize the Party's new directives and resolutions while focusing on removing institutional bottlenecks, particularly in areas such as land management, investment, urban planning, construction, environmental protection, and energy.

The agenda also includes efforts to stabilize and enhance the corporate bond and real estate markets.

The National Assembly will also examine reports from the Government on the implementation of the 2025 socio-economic development plan, the state budget, and the public investment plan.

Additionally, it will assess the execution of the 2021-2025 five-year plans covering socio-economic development, economic restructuring, medium-term public investment, national finance, and public debt management.

Based on these reviews, the National Assembly will determine key plans for 2026, including the socio-economic development strategy, state budget projections, central budget allocations, and national financial and public investment strategies for the 2026-2030 period.

Furthermore, after reviewing the outcomes of the 2021-2025 national target programs, the National Assembly will decide on investments in future programs such as the new rural development initiative, sustainable poverty reduction, and socio-economic development in ethnic minority and mountainous areas through 2030.

Other programs up for approval include the national initiative to modernize and enhance the quality of education and training, and public health, population, and development for the 2026-2035 period.

Each program is intended to align with the right people, right needs, and right timing, ensuring that every citizen and family benefits from fair and sustainable development outcomes.

The session will also feature discussions on adjustments to the national master planning for 2021-2030 and the ratification of international treaties, as proposed by the President.

The National Assembly will conduct votes on personnel matters within its jurisdiction.

Additionally, time will be allocated to gather feedback on draft documents for the 14th National Party Congress.

The Assembly will hear a report from the Presidium of the Central Committee of the Vietnam Fatherland Front, summarizing public opinions and voter petitions submitted for this 10th session.

Another report from the Standing Committee will review the outcomes of resolving citizen complaints, petitions, and the handling of public grievances and legal violations.

The Assembly will also deliberate on a summary report evaluating the results of previous thematic oversight resolutions and questioning sessions held during the 14th and 15th National Assembly terms.

This includes reviews of performance by Government members, the Chief Justice of the Supreme People’s Court, the Prosecutor General of the Supreme People’s Procuracy, and the State Auditor General.

It will also consider the 15th National Assembly’s draft term-end report, along with evaluations of the 2021-2026 performance of the President, the Government, the National Assembly Standing Committee, the Ethnic Council, various NA Committees, the Supreme People’s Court, the Supreme People’s Procuracy, and the State Audit.

Following a thorough assessment of achievements, shortcomings, underlying causes, and key lessons, the National Assembly will pass a resolution summarizing the 2021-2026 term, while making proposals to further improve the effectiveness of government institutions in the 2026-2031 term.

Additionally, the Assembly will review 2025 reports on administrative work by the Government, Chief Justice, and Prosecutor General, and reports on anti-corruption, crime prevention, law enforcement, complaint resolution, and citizen reception efforts.

Chairman Tran Thanh Man noted that in recent days, many provinces and cities have been severely affected by natural disasters-including successive storms, floods, landslides, and widespread inundation-resulting in significant human and material losses.

The National Assembly calls on the Government, local authorities, and all sectors to urgently mobilize resources for immediate support to affected regions.

It also urges a thorough review and improvement of legislation related to disaster prevention and climate change adaptation to ensure the nation's sustainable development.

With the spirit of “Innovation, democracy, discipline, responsibility, and effectiveness,” the National Assembly Chairman urged all deputies to maintain a high level of focus, maximize their intellectual and professional contributions, and work entirely for the benefit of the nation and its people.

He quoted General Secretary To Lam’s speech from September 2, 2025, at Ba Dinh Square: “There is no force and no reason that can stop us from reaching peace, prosperity, and the eternal development of our nation.”
