On the morning of May 13, National Assembly Chairman Tran Thanh Man chaired a working session between National Assembly leaders and the Steering Committee for science and technology development, innovation, and national digital transformation, along with the National Assembly’s digital transformation steering committee.

Since September 2024, National Assembly leaders have selected Viettel Group to participate in building a digital National Assembly.

The legislature has also invited several Vietnamese experts based in Singapore to cooperate in developing AI applications serving parliamentary operations.

Notably, the National Assembly has not yet made major financial investments, but has already produced several valuable products by leveraging Viettel’s infrastructure, software systems, and coordination among relevant agencies.

In 2025, the National Assembly launched the “Digital Literacy for All” movement, providing basic digital skills materials aimed at expanding digital literacy and strengthening digital transformation capabilities among officials and civil servants.

AI already supporting legislative work

Speaking at the session, National Assembly Chairman Tran Thanh Man said General Secretary and President To Lam, head of the Central Steering Committee for science and technology development and innovation, has paid close attention to the implementation of Resolution 57 and regularly reviewed progress and lessons learned.

The chairman noted that AI applications have already provided significant support to National Assembly activities, particularly in accelerating document processing and assisting legislative work.

Thanks to AI, large volumes of work can now be processed much faster, including reading, summarizing, and reviewing documents with high accuracy.

He instructed the steering committee to closely monitor progress and prevent delays in assigned tasks.

If delays occur, responsibility must be clearly identified at both the institutional and individual levels so replacement solutions can be implemented.

“Units or individuals who do not participate or fail to meet requirements must step aside during the implementation of Resolution 57 and the National Assembly’s digital transformation process,” the chairman emphasized.

Building a parliamentary data ecosystem

Chairman Tran Thanh Man also urged the standing committee to develop a dedicated parliamentary data warehouse capable of connecting with the national shared database system.

To participate effectively in a large national data ecosystem, the National Assembly must first establish its own well-organized, comprehensive, and high-quality database, he said.

Regarding AI deployment for the 2026-2027 period, the chairman outlined a “three-legged stool” operational model consisting of task setters and policymakers, AI experts, and infrastructure providers.

AI should be integrated into the National Assembly’s key operational processes, including legislative activities, supervision, decision-making on major national issues, foreign affairs, deputy affairs, voter petitions, and related areas.

Chairman Tran Thanh Man stressed the importance of leadership accountability and example-setting.

According to him, digital transformation only moves forward when leaders actively engage, directly use the systems, and provide strong direction.

“If leaders remain indifferent, they cannot lead subordinates through digital transformation,” he said.

Dedicated AI center under consideration

The chairman also called for building a domestic and international cooperation ecosystem connecting the National Assembly with legislatures worldwide and Vietnam’s AI community.

In the near future, the National Assembly will study the establishment of a dedicated AI center to directly support legislative activities, supreme supervision, and decision-making on major national issues while strengthening connections with international parliaments.

Regarding digital transformation within the National Assembly, the chairman instructed the Office of the National Assembly to proactively develop plans to comprehensively address existing shortcomings and limitations.

He also stressed the need to accelerate official system deployment, complete service leasing procedures, and finalize payments for digital systems, software, and platforms that have already succeeded in pilot operations.

“Attention must be paid to avoiding situations where systems are completed but have no users, no data, and no practical effectiveness, because that is also a form of waste,” Chairman Tran Thanh Man said.
