The Standing Committee of the Government Party Committee decided to establish the Specialized Research Unit under the direct leadership and supervision of Party Committee Secretary and Prime Minister Le Minh Hung.

Dang Xuan Phong, Deputy Secretary and Chief of the Office of the Government Party Committee, who also serves as Minister and Chairman of the Government Office, has been appointed to concurrently lead the Specialized Research Unit.

The unit will begin operations on July 1 and will function throughout the tenure of the 14th Party Congress. It will serve as an advisory body to the Standing Committee of the Government Party Committee, the Standing Board of the Government Party Committee and the Prime Minister in leading and directing the implementation of the Government Party Committee's and the Government's political tasks.

The Specialized Research Unit is tasked with conducting thematic research and synthesizing practical experience to advise and propose policy content, mechanisms, solutions, programs and projects that fall under the decision-making authority of, or require opinions from, the Standing Committee of the Government Party Committee, its Standing Board, the Government and the Prime Minister, in accordance with assigned directions.

The unit will also provide comments, reviews and policy feedback on mechanisms, policies, programs, plans and projects as assigned. It may nominate members to participate in steering committees, drafting boards, editorial teams and support groups responsible for developing programs and projects at the request of relevant agencies when assigned. In addition, the unit will prepare professional reference materials and organize or participate in seminars, training programs, professional exchanges and capacity-building activities as required.

The head of the Specialized Research Unit will concurrently be the Deputy Secretary and Chief of the Office of the Government Party Committee, who also serves as Minister and Chairman of the Government Office.

Deputy heads will be selected and assigned by the head of the unit from among its members. They will serve as permanent deputies and assist the head in managing the unit's operations.

Members of the unit will include officials assigned or appointed by decisions of the Politburo and the Party Central Committee Secretariat under Conclusion No. 41.

The Specialized Research Unit will be supported by a dedicated support team operating under the direct and comprehensive management of the head and deputy heads of the unit. Based on the agreement of the head of the unit, the Government Office and the Office of the Government Party Committee will assign officials and civil servants to serve as either full-time or part-time members of the support team.

The unit will conduct thematic research and perform other tasks assigned by competent authorities. It will not handle routine administrative work and will operate under the principle of not creating additional organizational structures or staffing, not introducing intermediate layers into administrative procedures, and not replacing the official functions, authority or advisory processes of the Government Office or the advisory agencies of the Government Party Committee.

Each assigned task must clearly specify the person in charge, coordinating personnel, implementation schedule, expected deliverables, required level of confidentiality and implementation responsibilities.

The Specialized Research Unit will hold regular or ad hoc meetings to discuss professional matters, review work progress and quality, and address emerging issues. Meetings may be conducted flexibly through in-person sessions, online formats or paperless meetings, with work records managed in a digital environment in accordance with regulations. The unit will submit monthly, quarterly, annual and ad hoc reports as requested by the Secretary of the Government Party Committee and the Prime Minister.
