Decree 168, which governs administrative penalties for road traffic violations and driver’s license points systems, introduces significant fine increases for behaviors considered major contributors to traffic accidents, especially on highways.

Justification for higher fines

According to the Traffic Police Department of the Ministry of Public Security, the new decree was crafted in response to ongoing traffic issues, including frequent violations and insufficient deterrents under previous regulations.

Vietnam’s road infrastructure has struggled to keep pace with increasing vehicle numbers, with nearly 500,000 new cars and 2 million new motorcycles entering circulation annually. Despite overall improvements in traffic safety, the representative noted that a stricter enforcement regime is necessary to deter intentional violations that compromise public safety.

“The goal is to restore order and reduce traffic accidents through stricter law enforcement and penalties that correspond to the severity of the violations,” the official explained.

Decree 168 underscores Vietnam’s commitment to enhancing traffic safety through more stringent penalties and a driver’s license point system. Authorities hope these measures will instill greater discipline among road users and reduce the risk of accidents.

However, the successful implementation of the decree will require robust public awareness campaigns and consistent enforcement to ensure compliance and long-term impact.
