The Ministry of Public Security recently issued Circular 83/2024 on the construction, management, operation, and use of traffic surveillance systems to ensure road security, order, and safety. The circular includes provisions for decentralizing the management and operation of these systems.
Under Article 6 of the circular, the Traffic Police Department will oversee surveillance systems on highways, while provincial and municipal police will manage systems on roads within their administrative boundaries and on highways assigned to them.
Units managing traffic surveillance systems must regularly monitor, inspect, and evaluate the performance of surveillance equipment, support devices, data storage capabilities, and software. This ensures the system operates efficiently and reliably.
Surveillance data will be managed, categorized, and shared in accordance with regulations set by the Minister of Public Security, governing the management and interconnection of surveillance camera data within the police system.
Units are required to draft rules for the management, operation, and use of traffic surveillance systems, including protocols for addressing and recovering data and system failures. Before issuing these regulations, provincial police must seek feedback from the Traffic Police Department.
