Prime Minister Le Minh Hung will serve as Standing Deputy Head of the Steering Committee. The two Deputy Heads are National Assembly Chairman Tran Thanh Man and Permanent Member of the Party Central Committee Secretariat Tran Cam Tu.

Minister of Foreign Affairs Le Hoai Trung will serve as Standing Member of the Steering Committee.

The Steering Committee also includes Deputy Prime Minister Pham Thi Thanh Tra, who will serve as Head of the Interdisciplinary Working Group on Foreign Affairs and International Integration for Culture, Society and Education-Training.

The decision states that the functions, responsibilities, authority, working regulations and coordination mechanisms of the Steering Committee shall be implemented in accordance with Politburo regulations.
