On December 28, the Government issued a resolution on distributing Tet gifts to mark the 14th National Party Congress and the Lunar New Year (Tet) of the Horse 2026. The beneficiaries include people with meritorious service to the revolution, those receiving social protection, and retirees under social welfare programs.

According to the resolution, the eligible groups are defined by the Ordinance on Incentives for People with Meritorious Services to the Revolution. They also include social protection beneficiaries, social welfare retirees, orphans, and individuals without family support or those living in orphanages.

Each gift will be in cash, valued at 400,000 VND per person (approximately 16 USD). If a person qualifies under multiple categories, they will still receive only one gift.

The policy for Tet 2026 gifts for revolution contributors will follow current legal regulations and must be implemented by January 31, 2026.

The resolution states that the central budget will fully cover the gift program via targeted supplements to local budgets, drawn from the 2025 contingency fund. All gifts must be distributed by December 31, 2025.

The Ministry of Finance is tasked with ensuring central budget balance for this program.

The Ministry of Public Security will coordinate with the Ministries of Home Affairs, Health, Finance, relevant agencies, and localities to deliver the Party and State gifts through VNeID-linked social welfare accounts.

Where necessary, provincial and municipal People's Committees may instruct local authorities to directly transfer funds into monthly welfare accounts or distribute cash payments, ensuring the correct recipients and deadlines are met according to regulations.

The State Bank of Vietnam is responsible for ensuring cash availability and maintaining payment systems so that the State Treasury can disburse funds to citizens in a timely manner.

The central bank will instruct commercial banks - particularly those holding State Treasury accounts - to work with local governments and the State Treasury for efficient disbursement.

Each locality can also decide on additional Tet gifts for other disadvantaged groups based on their own financial capacity and circumstances.

Local governments must allocate sufficient funds to ensure timely payment and coordinate with local police to deliver gifts efficiently, simply, and correctly.

Any unused portion of the central supplement must be returned to the national budget. If funding falls short, localities must draw from their own budgets or legal financial sources, and notify the Ministry of Finance for additional central funding if needed.

All localities must submit implementation reports to the Ministries of Finance, Home Affairs, and Health by January 5, 2026.

The Ministry of Finance will consolidate the results with other relevant agencies and report to the Prime Minister by January 10, 2026.

Prime Minister Pham Minh Chinh also signed a decision to allocate more than 2.5 trillion VND (approximately 105 million USD) from the 2025 central budget reserve, as approved under National Assembly Resolution 265/2025, to implement the Party and State’s Tet gift program.

The Ministry of Finance, Ministry of Home Affairs, Ministry of Health, and People's Committees of provinces and cities are held responsible for ensuring the accuracy of their reports and data. They must manage and settle the allocated funds transparently and in full compliance with regulations - ensuring timely, public, and fair distribution of gifts with no loss, waste, or misconduct.
