On the afternoon of September 3, Prime Minister Le Minh Hung chaired the Government’s regular August meeting to discuss and give opinions on a range of important issues and identify key tasks and solutions for the period ahead.

According to the Government News portal, speaking at the meeting, Prime Minister Le Minh Hung outlined priorities and measures for September and the remainder of 2026, calling on ministries, sectors and local authorities to vigorously and effectively implement resolutions, conclusions and directives issued by the Party Central Committee, the Politburo, the Secretariat, key Party and State leaders, and the National Assembly.

The Prime Minister instructed ministries to proactively coordinate closely with National Assembly agencies in preparing dossiers and documents for around 45 draft laws and resolutions to be submitted at the legislature’s second session, ensuring both quality and timely progress. These include legislation on land, housing, real estate business, bidding, the consolidated state budget, investment, electricity, food safety and hygiene, and criminal law.

To maintain macroeconomic stability and promote growth, the Prime Minister asked ministries, agencies and local authorities to regularly review and update growth scenarios on a monthly and quarterly basis, while proactively identifying bottlenecks that could affect growth targets and focusing efforts on resolving them.

The Prime Minister stressed the need to remain steadfast in controlling inflation, proactively manage prices of essential goods and services, strengthen price and market oversight, and strictly deal with profiteering and unreasonable price increases.

The Ministry of Finance was tasked with stepping up efforts to accelerate the disbursement of public investment capital and ensure that 100% of the assigned plan is completed.

Regarding exports, business and production development, and infrastructure construction, the Prime Minister instructed ministries, agencies and local authorities to implement coordinated measures to boost exports, control prices and the trade deficit, and ensure balanced trade in support of the country’s double-digit growth target.

Ministries, agencies and local authorities should focus on reviewing and classifying long-delayed and outstanding projects and proposing solutions to remove obstacles and resolve them once and for all, thereby unlocking resources for development and growth.

The Ministry of Industry and Trade was assigned to take the lead in coordinating with relevant agencies, local authorities, associations and businesses to closely analyze categories of exports that have declined and those responsible for large trade deficits, and devise measures to boost exports and control the trade deficit. It was also instructed to accelerate negotiations on trade agreements with several new partners.

The Prime Minister also called for close monitoring of petroleum and other energy prices, stable energy supplies and sufficient electricity for production, business activities and daily life, as well as the urgent completion of a plan for the petroleum distribution system.

The Ministry of Construction was asked to actively coordinate with relevant agencies and local authorities to promptly implement measures to keep key infrastructure projects, railway projects and projects serving APEC on schedule. It was also instructed to urgently finalize and submit for issuance a resolution assigning social housing and rental housing development targets to localities for the 2026-2030 period.

Review vehicle-distance rules and traffic penalties

The Prime Minister instructed the Ministry of Construction to coordinate with the Ministry of Public Security and the Ministry of Justice in continuing to review provisions under Circular 38, which regulates speeds and safe following distances for motor vehicles and specialized vehicles traveling on roads, and Decree 168, which stipulates administrative penalties for violations of road traffic order and safety regulations. He particularly stressed the need for effective public communication and awareness campaigns on the regulations.

On social issues, the Prime Minister asked the Ministry of Education and Training to take the lead, in coordination with other ministries, agencies and local authorities, in organizing the opening ceremony for the new school year and inaugurating the first-phase inter-level boarding schools in land-border communes. The ministry was also tasked with providing guidance on the restructuring of vocational education institutions and higher education establishments.

The Prime Minister called for proper implementation of policies and benefits for students eligible for social support, vulnerable students, those facing difficult circumstances, and students in ethnic minority and disadvantaged areas. Notably, he ordered an immediate review of textbook supplies to ensure availability, particularly in disadvantaged areas, while requiring work on the second batch of inter-level boarding schools in land-border communes to proceed on schedule.

The Ministry of Home Affairs and the Ministry of Health were tasked with taking the lead, together with relevant ministries, agencies and local authorities, in thoroughly implementing the conclusions issued by the Party General Secretary and State President at a working session with the Government Party Committee and relevant agencies on social welfare policies and support for vulnerable people.

Regarding national defense, security and foreign affairs, the Prime Minister instructed the Ministry of Foreign Affairs to make thorough preparations for the Party and State leaders’ diplomatic activities in the final months of the year and to actively prepare for APEC 2027 activities, helping further enhance Vietnam’s role, standing and reputation at international forums.
