Standing member of the Secretariat Tran Cam Tu recently signed Politburo Decision No. 185 on staffing allocations for central Party agencies, Party-affiliated public service units, the Vietnam Fatherland Front, advisory bodies assisting the Party Committee of the Fatherland Front, central socio-political organizations, the Party Committee of Central Party Agencies, and provincial and municipal Party organizations for 2026.
According to the decision, the total staffing allocation for these agencies, organizations and localities in 2026 will be 1,878,362 positions.
Of this figure, 12,818 positions are allocated to central Party agencies, Party-affiliated public service units, the Vietnam Fatherland Front, socio-political organizations and the Party Committee of Central Party Agencies.
This includes 2,999 cadres and civil servants, 9,133 public employees, and 686 staff positions for mass organizations assigned tasks by the Party and the State at the central level.
At the local level, Party agencies, public service units, local administrations, the Vietnam Fatherland Front and socio-political organizations at provincial and commune levels are allocated 1,865,544 positions, including 314,604 cadres and civil servants and 1,550,940 public employees.
The Politburo assigned the Central Organization Commission to issue official staffing allocations for 2026 in accordance with regulations governing personnel management within the political system and the provisions of the new decision.
The commission is also responsible for providing guidance, conducting inspections and supervising implementation to ensure strict compliance with Party regulations and state laws on staffing management.
Provincial Party committees, municipal Party committees, the Party Committee of Central Party Agencies, the Party Committee of the Vietnam Fatherland Front and central socio-political organizations, along with central Party agencies and affiliated public service units, are responsible for leading and organizing the implementation of Party policies and state regulations on staffing management and utilization.
The Politburo emphasized that staffing allocations and personnel transfers between agencies and units must be carried out within approved limits and must not increase the total number of personnel or alter the structure of cadres, civil servants and public employees assigned by competent authorities.
The decision comes as the Party continues efforts to streamline the political system and improve the efficiency of public administration.
Earlier, the Politburo outlined plans to further reduce staffing levels across the political system by 5-10% during the 2027-2031 period. It has also encouraged pilot mechanisms linking staffing quotas with payroll budgets to improve efficiency and accountability.
