At the same conference, Le Quoc Anh, a member of the An Giang Provincial Party Committee and the outgoing Party Secretary of the Phu Quoc Special Zone, was appointed Deputy Head of the Provincial Party Committee's Organization Commission.

Provincial leaders described the personnel changes as an important step in preparing the special zone for a new phase of accelerated development.

The restructuring aims to support Phu Quoc's ambition of becoming an international marine economy and tourism hub while preparing to host the APEC Economic Leaders' Week 2027.

Speaking at the conference, Nguyen Tien Hai, Secretary of the An Giang Provincial Party Committee, said Phu Quoc is expected to serve as a major new growth engine.

He called on the special zone's political system to implement the vision outlined by General Secretary and State President To Lam, which seeks to develop Phu Quoc into an internationally competitive destination, with aspirations to become comparable to - or even surpass - Singapore.

Nguyen Tien Hai added that forthcoming legal and policy reforms are expected to grant the special zone greater decentralization and authority, with powers comparable to those exercised at the provincial level, to accelerate its development.

He also instructed the new leadership to prioritize land clearance for 21 projects linked to APEC 2027, strengthen land and environmental management, and maintain public security and social order.

Accepting his new responsibilities, Lieutenant General Dinh Van Noi pledged to devote his full efforts to maintaining unity within the Party organization while promoting democratic governance and discipline.

He said he takes on the role with a strong sense of responsibility and a willingness to listen and learn.

Dinh Van Noi expressed confidence that the special policy mechanisms expected to be introduced, together with Phu Quoc's role as host of APEC 2027, would create favorable conditions for the island's future development.

He pledged to work with the Party Committee to implement central and provincial policies and build Phu Quoc into a modern, livable special zone and an attractive international destination.

Career backgrounds

Le Quoc Anh, 54, is originally from An Giang Province. He holds a master's degree in urban planning and advanced political qualifications.

He previously served as Deputy Head of the Phu Quoc Island Investment and Development Management Board, Director of the former Kien Giang Department of Construction, and Secretary and Chairman of the Ha Tien People's Committee.

He later became Vice Chairman of the Kien Giang Provincial People's Committee for the 2021–2026 term before being appointed Party Secretary of the Phu Quoc Special Zone in 2024.

Dinh Van Noi, 50, is originally from Can Tho City. He holds a doctorate in security and social order studies and a master's degree in business administration.

He served as Deputy Director of the Can Tho City Police from 2016, before becoming Director of the An Giang Provincial Police in June 2020.

In 2022, he was transferred to serve as Director of the Quang Ninh Provincial Police.

He was promoted from Colonel to Major General in January 2023.

In August 2024, the Ministry of Public Security appointed him Secretary of the Party Committee and Director General of the Department of Internal Political Security.

In July 2025, he was promoted to the rank of Lieutenant General.
