Under the decision, the PM exercises full authority and responsibilities in accordance with the Constitution and the law, providing overall leadership and direction for the Government, its members, and chairpersons of people’s committees at all levels. He directly oversees major, strategic, complex, and sensitive issues with significant impact on national development across all sectors.

Deputy prime ministers carry out tasks as assigned by the prime minister, assisting in monitoring, directing, and handling routine matters within their respective areas. The prime minister does not intervene in tasks already delegated to deputy prime ministers.
For inter-sectoral issues or matters involving multiple deputy prime ministers, the assigned lead deputy prime minister is responsible for coordinating closely with others. In cases of differing opinions, the matter is reported to the prime minister for final decision.
As head of government and Secretary of the Government Party Committee, PM Le Minh Hung oversees all activities within the Government’s functions and directly supervises the Ministry of Public Security and the Ministry of Foreign Affairs.
He personally directs key areas including national defense and security strategy, foreign affairs, socio-economic development strategies, national financial, credit and monetary policies, state budget orientation, administrative reform, organizational structure, personnel work, and administrative boundary issues.
The PM also oversees coordination between the Government and Party bodies, the National Assembly, the President, and the Vietnam Fatherland Front, along with other central political and social organizations.
In addition, he serves as head or chair of multiple national bodies, including the Steering Committee for Seas and Islands, the National Committee for Digital Transformation, and the Government’s Administrative Reform Steering Committee.
Standing Deputy Prime Minister Pham Gia Tuc is tasked with overseeing the Ministry of Industry and Trade, the Ministry of Construction, and the Government Office, as well as certain areas of the Ministry of Public Security.
He is responsible for sectors such as industry, trade, logistics, energy security, transportation, construction, major national infrastructure projects, economic zones, planning, and international economic integration. He also leads efforts to resolve long-standing, stalled projects nationwide.
Pham Gia Tuc serves as chair or head of several key bodies, including the National Planning Council and the National Traffic Safety Committee, and acts on behalf of the prime minister when authorized.
Deputy Prime Minister and Minister of National Defence Phan Van Giang oversees the Ministry of National Defence and certain areas of foreign affairs.
He is responsible for national defense and security, border affairs, issues related to seas and islands, relations with international and regional organizations, human rights, and oversight of investment projects within his assigned sectors. He also chairs the Central Council for National Defense and Security Education and leads key committees on bilateral cooperation and human rights.
Deputy Prime Minister Pham Thi Thanh Tra supervises the Ministry of Home Affairs, the Ministry of Health, and the Ministry of Culture, Sports and Tourism.
Her portfolio includes administrative reform, labor and employment, social security, healthcare, population and family policies, cultural development, tourism, sports, and media. She also leads national programs on drug prevention, population development, and food safety.
Deputy Prime Minister Ho Quoc Dung is assigned to oversee the Ministry of Agriculture and Environment, the Ministry of Science and Technology, and the Ministry of Ethnic and Religious Affairs.
He is responsible for ethnic and religious affairs, rural development, poverty reduction, innovation and digital transformation, artificial intelligence, environmental protection, climate change, agriculture, and disaster prevention. He also chairs national committees on water resources, the Mekong River, and green growth.
Deputy Prime Minister Nguyen Van Thang oversees the Ministry of Finance, the State Bank of Vietnam, and key financial institutions.
His responsibilities include macroeconomic management, fiscal and monetary policy, financial markets, public investment, state budget management, state-owned enterprise reform, and international financial cooperation, including ODA and foreign direct investment.
Deputy Prime Minister Le Tien Chau is assigned to oversee the Ministry of Justice, the Ministry of Education and Training, and the Government Inspectorate.
He is responsible for legal and institutional development, judicial reform, anti-corruption efforts, education and training, and handling complaints and denunciations. He also chairs the National Council for Education and Human Resource Development.
The decision establishes a clear framework for coordination, accountability, and efficiency within Vietnam’s government, ensuring that each leader is directly responsible for specific sectors while maintaining unified direction under the prime minister.
