Among the 23 members of Vietnam’s newly consolidated government, three are women: Deputy Prime Minister Pham Thi Thanh Tra, Minister of Culture, Sports and Tourism Lam Thi Phuong Thanh, and Minister of Health Dao Hong Lan.

All three share a common background of having held multiple key leadership roles at both local and central levels, including serving as provincial Party secretaries and being members of the Party Central Committee for three consecutive terms.

From education to top leadership

Deputy Prime Minister Pham Thi Thanh Tra (born 1964, from Nghe An province) is a member of the Party Central Committee for the 12th, 13th, and 14th terms, a member of the 14th Party Central Secretariat, and a National Assembly deputy for the 15th and 16th terms. She previously served as Secretary of the Yen Bai Provincial Party Committee.

She holds a Bachelor’s degree in Literature and a Master’s degree in Educational Management.

Her career began in the education sector in Yen Bai, where she held a range of leadership roles, including Vice Chairwoman of Tran Yen District, Secretary of the Provincial Youth Union, Head of the Provincial Party Committee’s Propaganda Department, Vice Chairwoman of the provincial People’s Committee, Secretary of Yen Bai City Party Committee, Chairwoman of the provincial People’s Committee, and Secretary of the provincial Party Committee.

In October 2020, she was appointed Deputy Minister of Home Affairs and concurrently Deputy Head of the Party Central Organization Commission.

In April 2021, she was approved by the National Assembly as Minister of Home Affairs.

By October 2025, she was appointed Deputy Prime Minister for the 2021-2026 term and has since been reappointed for the 2026-2031 term.

Notably, she is the first female Deputy Prime Minister in the history of Vietnam’s government.

A career rooted in youth and Party work

Minister of Culture, Sports and Tourism Lam Thi Phuong Thanh (born 1967, from Ninh Binh province) is also a member of the Party Central Committee for three consecutive terms and served as a National Assembly deputy for the 14th term.

She holds a Master’s degree in Law, along with university degrees in Law and History.

Her career developed through youth and student movements, where she held positions such as Secretary of the Ho Chi Minh Communist Youth Union Central Committee, Standing Vice Chairwoman of the Vietnam National Union of Students, Head of the School Youth Department, and Chairwoman of the Vietnam National Union of Students.

She later transitioned to Party work, serving for six years as Deputy Head of the Central Propaganda Department (now the Central Commission for Propaganda and Mass Mobilization).

In December 2017, she was appointed Secretary of the Lang Son Provincial Party Committee.

In July 2021, the Politburo assigned her as Deputy Chief of the Party Central Office.

By December 2025, she became Permanent Deputy Minister of Culture, Sports and Tourism before being approved as Minister in the new term.

The youngest among the three

Minister of Health Dao Hong Lan (born 1971, from Hai Phong) is the youngest of the three leaders. She is a member of the Party Central Committee for the 13th and 14th terms and was an alternate member in the 12th term, as well as a National Assembly deputy for the 15th and 16th terms.

She holds a Master’s degree in Economics and a university degree in Industrial Production and Business Management.

Her career path was shaped within the Ministry of Labour, Invalids and Social Affairs, where she held positions including Chief of Office and Deputy Minister.

Before being appointed Minister of Health in 2022, she served as Standing Deputy Secretary of the Bac Ninh Provincial Party Committee and Secretary of the provincial Party Committee.
