The Party Secretariat has decided to expel Nguyen Duc Thanh, Standing Vice Chairman of the People’s Council of Quang Ninh province, and Diep Van Chien, Head of the Internal Affairs Commission of the provincial Party Committee, from the Communist Party of Vietnam.

On May 26, the Secretariat convened to review recommendations from the Central Inspection Commission regarding disciplinary action against Party members accused of violations.

The Secretariat concluded that Nguyen Duc Thanh - member of the Provincial Party Standing Committee, Secretary of the Party Committee, and Standing Vice Chairman of the Quang Ninh People’s Council - and Diep Van Chien - member of the Provincial Party Standing Committee and Head of the Internal Affairs Commission of the Quang Ninh Provincial Party Committee - had shown signs of political, moral, and lifestyle degradation.

The two officials were also found to have violated Party regulations and State laws while carrying out their assigned duties, particularly in anti-corruption, anti-wastefulness, and anti-negative practices. They were accused of breaching regulations on conduct prohibited for Party members and failing to uphold exemplary responsibility standards, causing what authorities described as “very serious consequences,” sparking public outrage, and severely damaging the reputation of Party organizations and their agencies.

Based on the nature, severity, consequences, and causes of the violations, as well as Party disciplinary regulations, the Secretariat decided to expel both Nguyen Duc Thanh and Diep Van Chien from the Communist Party.

The Secretariat also requested competent authorities to promptly impose corresponding administrative disciplinary measures in parallel with Party discipline.

Earlier in April 2026, both officials were removed from their positions as delegates of the 15th Quang Ninh Provincial People’s Council for failing to meet the standards required of council representatives.

At its sixth session, the Central Inspection Commission concluded its review of the violations and recommended that competent authorities consider disciplinary action against the two officials.
