Its responsibilities include conducting research, providing policy advice and recommendations, proposing strategic directions and solutions, and coordinating ministries, ministerial-level agencies and relevant organizations on key issues such as national radio frequency spectrum planning and the allocation of radio frequencies for defense and security purposes in different periods.

Under the decision, Vu Hai Quan, Minister of Science and Technology, will serve as chair of the committee. The vice chairs include a deputy minister of the Ministry of Science and Technology serving as standing vice chair, along with a deputy minister of the Ministry of National Defense and a deputy minister of the Ministry of Public Security.

The committee will use its own official seal, without the national emblem, in accordance with regulations. Its operating budget will be funded by the state budget and allocated through the Ministry of Science and Technology’s regular operating expenditure.
