The dispatch highlights that the long holiday will see numerous large-scale events nationwide, involving various forces and international delegations. Hostile entities may exploit these occasions to incite division and disrupt national unity.
At the same time, public demand for travel, family visits, tourism, and participation in commemorative events such as parades is expected to surge, raising potential risks related to public security, social order, criminal activity, social evils, traffic safety, and fire and explosion hazards.
The Prime Minister stressed the need for ministries and localities to enhance their leadership in ensuring security, order, fire prevention, and firefighting efforts.
He emphasized the importance of closely monitoring developments and proactively preparing response plans for unexpected and complex situations, ensuring no passive or sudden surprises.
Local authorities must organize forces and equipment for round-the-clock standby operations, especially at the grassroots level, to safeguard key infrastructure, national events, Party and State leaders’ activities, foreign delegations, and citizens’ leisure, travel, health, and property.
The Minister of Public Security has been tasked with directing relevant units to closely coordinate with the Ministry of National Defense, the Ministry of Foreign Affairs, and related agencies to monitor the situation and advise the Party and State leadership on handling potential incidents. All available forces, means, and measures must be deployed to firmly protect national sovereignty, security, and interests.
Security forces must enhance management of key routes, areas, and targets to promptly detect and neutralize terrorism and sabotage. They must also remain alert to uncover and thwart anti-government plots and activities by hostile forces, while being prepared for complex security-related incidents.
The Prime Minister also directed a concentrated effort to maintain social order and safety, launch strong offensives against crime and law violations, and crack down on social evils.
Firefighting and rescue teams must be properly equipped to respond promptly to fire or explosion incidents, minimizing human and property damage. Reasonable traffic control measures should be implemented early and from a distance, especially at crowded venues, event locations, and city entry and exit points.
The Ministry of National Defense will coordinate closely and effectively with the Ministry of Public Security and other agencies to assess and respond to threats affecting national defense, security, and public safety. The ministry is also tasked with increasing patrols and tight surveillance of border areas, trails, openings, forests, and waterways to detect, deter, and strictly handle illegal border crossings.
The Prime Minister also directed the Ministry of Culture, Sports and Tourism to work with the Ministry of Public Security to identify and prevent harmful online content aimed at dividing national unity.
Provincial and municipal authorities must closely monitor the situation in their areas, proactively prevent and control any complications related to security and order, strengthen public awareness campaigns, improve safety skills, and strictly inspect and sanction fire safety violations. Authorities must ensure that fires or explosions do not result in serious casualties or damage.
