Cuisine festival helps introduce Vietnam’s images to int’l friends
An international cuisine festival, the sixth of its kind was held by the Ministry of Foreign Affairs’ Service Department for Diplomatic Corps at the Van Phuc Diplomatic Compound in Hanoi on December 9.
Opening the annual event, Ambassador Nguyen Nguyet Nga, who is spouse of Deputy Prime Minister and Foreign Minister Pham Binh Minh and sponsor of this year’s edition, thanked international friends, embassies, ASEAN Women's Circle of Hanoi and businesses for their participation and contributions to the festival’s charity activities in recent years.
The festival featured 130 booths run by 90 units from embassies and foreign organisations in Vietnam, agencies of the Vietnamese Ministry of Foreign Affairs, and businesses in the northern and southern regions. Guests included ambassadors, representatives of foreign cultural organisations, the media, and local authorities nationwide.
In addition to food – pre-made or prepared on the spot, handicrafts, local specialties, folk art performances from Vietnam and foreign countries were also available, with proceedings going to charity.
The festival, held as an informal diplomatic activity, is a prominent cultural exchange event between units in the Ministry of Foreign Affairs with foreign embassies, international organisations in Vietnam, provincial and municipal Foreign Affairs Departments and a number of enterprises.
From previous editions, it raised donations worth nearly 2 billion VND (85,800 USD) to support disadvantaged people, particularly the disabled, orphans and poor women, in nearly 10 provinces and cities nationwide.
The funds raised from the festival supported the construction of a kindergarten in the northern mountainous province of Yen Bai and a bridge in the southern province of Long An. Ten scholarships were gifted to poor students in the southern province of Ba Ria – Vung Tau from its donations, while organisers paid charity visits to northern provinces to support ethnic minority students and disabled children in Ha Giang, Vinh Phuc, and Nam Dinh.
Fourth auction for bus advertising right to start soon

The HCMC Department of Transport on December 4 announced that it had assigned the HCMC Public Passenger Transport Management and Operation Center to present a plan on auctioning the right to bus advertising, which will be the fourth auction following lukewarm reponses in previous times, Sai Gon Giai Phong news site reported.
In case of a failure at the fourth auction, the department will require the city government’s approval to direct the center to hire a consulting unit to help formulate a price list for bus advertising. In addition, the Department of Finance will be in charge of assessing the prices before they are submitted to the government for approval. The floor price will be set in preparation for the next auction.
Earlier, at the first auction, which was divided into four packages, only one firm submitted a bid, which won an auction package to place ads on 492 buses over three years. The remaining packages failed to attract participants, and the second auction also received no bids from advertising agencies.
Because of the deposit requirement of as high as 20% for each auction package deterring participants from submitting bids, the Department of Transport, in the third auction, decided to revise the conditions for advertising on buses on the remaining routes. In particular, the deposit was halved to 10% as it was before, and the packages were divided into smaller ones. However, the third auction still ended in failure.
To avoid a failure in the next auction, advertising firms proposed adjusting floor prices downward to 50%, reducing the deposit to 5% and allowing payments to be made every six months.
According to the Department of Transport, the city currently has 104 subsidized bus routes, with 2,082 commuter buses. The bus advertising rights were valued at a total VND692 billion for the four packages, with VND161 billion earned from 25 routes plied by the 492 buses in the first auction package.
HCMC pilots smart bus etickets

Bus line No. 86 operating on the Ben Thanh-Ton Duc Thang University route in HCMC is running pilot operations with etickets this month. Meanwhile, eight more bus lines will soon be put into service with smart tickets on a trial basis, VietnamPlus news site reported.
During the one-month pilot program, the HCMC Public Passenger Transport Management and Operation Center will monitor and complete technical solutions and system functions to fulfill the operation target.
The center will then submit a report on the pilot program to the Department of Transport asking for the HCMC government’s approval of the pilot program for the other eight bus lines using etickets, where most of the passengers will be students as these lines will pass by major universities.
After the six-month pilot scheme for all nine bus lines, with a total 141 commuter buses, the center will report the results to the municipal Department of Transport and the HCMC government to seek approval for the deployment of smart tickets across the entire bus system.
Smart tickets are designed to make use of smartphone-based technology platforms and other technologies such as Near-Field Communications and QR codes, creating convenience for passengers.
A representative of the center stated that the smart bus ticket will soon be developed into a single pay card that can be used on public transport services such as metro lines, taxis, water buses and public bicycles.
In addition, the city on December 5 launched a pilot program using Radio Frequency Identification (RFID) technology to track bus line Nos. 4, 27, 65 and 33 at their stops.
The RFID-based monitoring system determines the exact plate numbers and departure and arrival times of buses with RFID tags.
Transport ministry asks for advance for Ben Thanh-Suoi Tien metro line

The Ministry of Transport has written to the Prime Minister seeking approval to allocate more funding to continue construction of the Ben Thanh-Suoi Tien metro line project in HCMC and ensure payments for all contractors, Vneconomy news site reported.
It was further reported that the HCMC government signed an agreement with the Ministry of Finance on July 14, 2017 to receive Japanese loans financed for the project. The value of the loans has yet to be determined.
Disbursements have reached some VND14 trillion out of the initially-approved VND17.3 trillion, fulfilling 82% of the total funding since the beginning of the construction.
The ministry proposed that the Government advance capital for the city to keep the project operating and provide payments for contractors. Further, the ministry asked the HCMC government to promptly collaborate with the ministries of Finance and Planning and Investment to write to the Japan International Cooperation Agency and the Japanese Embassy to Vietnam proposing extending the credit agreement so that work on the metro line can be carried out smoothly.
Kicked off in August 2012 as the first line of the city’s proposed metro system, the Ben Thanh-Suoi Tien line will stretch 19.7 kilometers, consisting of a 2.6-km underground section and a 17.1-km overhead section, with three underground stations and 11 elevated stations.
The ministry had earlier sent a document, dated August 15, 2018, to the Government to seek approval for adjusting the investment for the first HCMC metro line, which connects Ben Thanh Market in District 1 and Suoi Tien Theme Park in District 9, which was initially approved at a cost of VND17.3 trillion to VND47.3 trillion.
The increased capital adjustment reportedly resulted from upward price fluctuations for materials and fuel; an increase in the construction workload due to basic design adjustments; and changes in the total investment calculations, including the exchange rate and reserve, risk and inflation costs until 2019.
Former DongA Bank boss faces life imprisonment
Tran Phuong Binh, 59, former general director and vice chairman of HCMC-based DongA Commercial Joint Stock Bank (DAB), could be jailed for life over his key role in causing hefty losses of over VND3.6 trillion (US$150 million) for the bank.
Earlier today, a HCMC prosecutor proposed jail terms against the former DAB boss and 25 other defendants for their involvement in the high-profile case, reported the local media.
The prosecutor said that banking crimes have a serious impact on monetary security and the economy, affecting the reputation of the banking sector among local residents and foreign investors.
The prosecutor said Binh, who was also the chairman of the credit council at DAB, had instructed other defendants to abuse their power to appropriate VND2.05 trillion and deliberately violate State regulations on economic management, thus causing a loss of VND1.5 trillion.
As such, they caused a combined loss of more than VND3.6 trillion for the bank. Consequently, their actions led the bank to incur an accumulated loss of over VND31 trillion and negative equity of some VND25.4 trillion, as of late 2015.
Binh admitted his actions, claiming that at the time, he had done it for the sake of the bank’s development. However, the prosecutor claimed that his actions were aimed at appropriating the bank’s assets.
Therefore, the procurator sought a jail term of 18 to 20 years against Binh for intentionally violating State regulations on economic management and life imprisonment for abusing his power to appropriate assets. He could be ordered to pay compensation of some VND3.5 trillion as well.
Meanwhile, Nguyen Thi Kim Xuyen, 60, former deputy general director at DAB, was Binh’s active partner-in-crime. She abused her power to allegedly appropriate VND40 billion from the bank in a loan deal for Binh’s relative and to help him acquire DAB shares worth VND486 billion.
Xuyen was also found guilty of economic mismanagement, such as the illegal export and trade in gold and improper interest payments.
As such, the prosecutor recommended a prison term of 20 years for abusing her power and 18 to 20 years for economic mismanagement, taking her combined sentence to 30 years, in line with prevailing regulations.
Phan Van Anh Vu, alias Vu Nhom, 43, former chairman of Danang-based Bac Nam 79 Construction JSC, could face an additional prison sentence of 15 to 17 years for abuse of power. In a previous case, he received eight years’ imprisonment for deliberately divulging State secrets.
In the ongoing trial, Vu was found to have caused the bank a combined loss of some VND203 billion for his DAB share deals. He has already paid back the entire amount.
Other defendants could face either two or three years of probation or prison sentences ranging from two to 18 years.
Viet A Bank transaction office robbed

A couple got away with around VND1 billion after they robbed a transaction office of Viet A Bank in HCMC in broad daylight today, December 7, local news reports said.
The robbery involving a man and a woman happened at Ba Chieu Transaction Office of Viet A Bank on Dinh Tien Hoang Street, Binh Thanh District at around 11:10 a.m. The male robber wearing a face mask and a crash helmet was holding what looked like a gun when he entered the bank, and thus overpowering a security guard, three bank tellers and customer. He ordered the bank staff to put two stacks of cash totaling VND1 billion into a bag.
He used pepper spray on the five people inside the bank so that he could run away with the money on a motorcycle.
Viet A Bank confirmed the news about the robbery, saying the incident left no casualties and that the bank’s customer rights are always guaranteed.
The Binh Thanh District police are investigating the case.
Exhibition honours Vietnamese silk
Ceremonial costume for leaders at APEC 2017 were introduced at the Hanoi Old Quarter Culture Exchange Centre in Hanoi, on December 7.
From February, 2016, when Vietnam began preparations for 2017 APEC, the Department of Fine Arts, Photography and Exhibition coordinated with the Ministry of Culture, Sports and Tourism to order the highest quality Vietnamese silk to serve the ceremonial costume for the senior leaders of APEC 2017.
The heads of state attending APEC 2017 were made to wear a long-sleeve shirt, which was made of the highest quality Vietnamese silk. The shirts, designed by Nguyen Thi Thu Ha and tailored by Do Manh Hung, were hand-woven and hand-dyed by artisan Nguyen Trong Tu, using his family’s traditional, secret technique.
The shirt’s buttons were carved with 21 modified sun rays, representing the 21 APEC economies. The sun rays are interlocked into a ring to symbolise the close connection and solidarity of APEC. Inside the ring features stylised images of oars and lac birds, a symbol found on ancient Dong Son bronze drums, aiming to highlight Vietnam’s rich and long-standing culture.
The original colour of bamboo was kept for the box, creating a natural touch for the design. The name of the leader was engraved onto a piece of bronze, which is attached on the box. The surface of the box was decorated with a lotus, which was inspired from the pattern found in Thang Long Royal Citadel.
Through the products of the country’s traditional crafts, Vietnam’s culture was spotlighted at APEC 2017, while conveying the Vietnamese President’s sincere blessing towards the international guests.
The display runs until December 17 at the Hanoi Old Quarter Culture Exchange Centre in Hanoi, No. 50 Dao Duy Tu, Hoan Kiem, Hanoi.
Noi Bai and Tan Son Nhat listed as crucial to national security
Noi Bai and Tan Son Nhat International Airports, as well as their air traffic control and radar towers, have been added to the list of important works to Vietnam’s national security.
The decision was made by the Prime Minister in July and announced at a ceremony on December 7 by the Ministry of Public Security and Ministry of Transport.
The two airports, which serve Hanoi and Ho Chi Minh City respectively, act as hubs for trade with other economies in the world, while also fulfilling the task of ensuring absolute security for the special jets of Vietnamese and foreign leaders.
According to Lai Xuan Thanh, Chairman of the Airports Corporation of Vietnam, the Prime Minister’s decision is prompt and significant to not only the aviation sector but also overall socio-economic development.
In recent years, the aviation sector has recorded strong growth but the security situation has seen complications, said Thanh, adding that the sector is highly is sensitive to what is happening in the world as Vietnam is expanding its international relations.
With this decision, the national security force will participate in maintaining the operation of the airports and ensuring the security and safety of civil aviation directly and in a deeper fashion.
Last year, Noi Bai Airport handled nearly 24 million passengers while Tan Son Nhat served 36 million passengers.

She works hard to make her dreams come true, despite many difficulties, and SCG has now officially become her companion in building up her dreamed future.
Another passionate story is that of Nguyen Hong Khanh from the Finance & Marketing University in Ho Chi Minh City, who believes that “sharing is receiving”. Despite her own hardships, she has been actively involved in various activities to raise funds for families in need and orphanages. Her passion is to start up a business in advertising so that she will be able to help more people in the future.
Developed based on the needs of the local community, the “Sharing The Dream” scholarship program this year saw many students with a medical major; a high-demand occupation to serve Vietnam’s large population into the future.
The “Sharing The Dream” scholarship program has been SCG’s flagship corporate social responsibility (CSR) program since 2007. Tours, flight tickets to Malaysia sought after as Vietnam to play ASEAN final in KL
Tour packages and flight tickets to Malaysia have been selling like hot cakes after Vietnam advanced to the finals of the 2018 AFF Championship and are scheduled to play their first leg in Kuala Lumpur next week.
The Golden Stars secured their first AFF Championship final berth since 2008 after defeating the Philippines 2-1 to win 4-2 on aggregate in Hanoi on December 6.
Malaysia cruised to the finals on away-goal rules after holding Thailand to a 2-2 draw in Bangkok one day earlier.
Shortly after the referee blew the final whistle in semifinal, Vietnamese fans began to contact tour organizers and air ticket agents to make sure they will be in Malaysia to cheer for their beloved team during the final game in Kuala Lumpur.
Many travel companies told Tuoi Tre (Youth) newspaper they were flooded with requests for tours to Malaysia via websites and social media pages.
A number of diehard fans finished booking their trips to Malaysia even when the ball was still rolling at Hanoi-based My Dinh National Stadium.
“We sold more than 30 bookings before the full-time whistle of the Vietnam-Philippines clash was blown,” a representative of tour operator Saigontourist told Tuoi Tre.

“The number [of bookings] would only spike after the game ended and Vietnam officially became the event’s finalists,” the representative added.
Trips to Malaysia next week, regardless of tour organizers, will be operated in the form of charter tours on an itinerary of three days and two nights, and are priced at VND9.9-VND16 million (US$425.US$7-688) per guest.
Some packages last five days and six nights so tourists will be able to explore Singapore after watching the football game in Malaysia.
A typical package includes air tickets, tour guide service and football tickets to watch the first-leg final at the Kuala Lumpur-based Bukit Jalil National Stadium.
Tour operator Vietravel said that they are offering four charter tours to Malaysia with a capacity of 180 seats per trip, with customers departing from Hanoi, Da Nang and Ho Chi Minh City on flights operated by flag carrier Vietnam Airlines.
To meet rising demand to travel to Malaysia, Vietnam Airlines said that it will add up to two flights from the three Vietnamese cities to Kuala Lumpur on December 11, increasing the total available seats to more than 1,100.
The additional flights will be operated using Airbus A321, departing from Vietnam in the morning and returning on the same night, according to the company.
Female drug trafficker arrested in Tien Giang

Police in Tien Giang province on December 6 arrested a Vietnamese woman for illegally buying and possessing drugs.
The suspect is Quach Ngoc Thanh, 41, residing at Ward 16, Go Vap District, Ho Chi Minh City.
Upon examination of her accommodation at Hamlet 1, An Thai Trung commune, Cai Be District, the police discovered a total of 120 grams of crystal meth, 500 grams of dried cannabis, 1kg of Ketamine, a digital scale, three mobile phones, a motorbike, and VND 47 million.
In addition, VND 530 million and two other motorbikes, owned by Thanh, were also collected from a local house.
Hanoi police seize 6,000 synthetic drugs

Task Force 141 in Hanoi has recently arrested a man for transporting more than 6,000 synthetic drugs.
According to initial information, at 11:30 pm, the police stopped a suspicious motorbike driver when they were on duty on Hoang Cau Street.
A search found 6,270 synthetic drugs hidden in 26 red and blue plastic bags. The suspect is identified as Nguyen Van Bac, 37, residing at Hoang Kiem District, Hanoi.
At the police station, Bac, who is a drug addict and previously held a criminal conviction, admitted that he was hired to transport the drugs for VND30 million.
Photo exhibition features Hanoian lifestyles

A photo exhibition about the elegance and lifestyles of the Hanoi capital is being held in the city, attracting public attention.
The exhibition displays 50 excellent photos selected from around 1,000 works submitted to a photography competition.
The contest was organised by Hanoi Moi Newspaper and the municipal Department of Culture and Sports.
Bui Thi Thu Hien, vice director of the department, appreciated the quality of entries.
“The photos depict the fine culture of Hanoians as well as some types of bad behaviour that need to change," Hien said.
A photo taken by Le Bich won the top prize at a contest honouring the elegance of Hanoians.
The photo portrays the Vietnamese tradition of receiving guests on the first day of the Lunar New Year.
The exhibition of 50 excellent photos will take place during the weekend in the pedestrian zone by Hoan Kiem Lake.
The contest was first held in 2017.
Nestle organizes tour for foreign journalists to promote Vietnamese coffee
Nestle Vietnam has organized a tour for international journalists to view the Nescafe Plan project being carried out in the Central Highlands provinces, to provide them a deeper insight about coffee cultivation and production phases in Vietnam.
During the trip, the journalists visited a coffee nursery garden, operated under the collaboration of Nestle and the Western Highlands Agriculture and Forestry Science Institute, where clean and high-quality coffee seedlings are raised.
Local coffee growers in the region receive the seedlings and technical assistance from Nestle, through the Nescafe Plan project, to support coffee replanting.
Furthermore, the foreign journalists toured a Nestle coffee processing facility in the southern province of Dong Nai, which uses modern technology to process locally-grown coffee, supplying domestic and international markets.
Coffee enthusiasts are expected to enjoy a slew of articles and video clips about Vietnamese coffee production based on hands-on experience that the reporters gained during the trip.
The tour, among other marketing activities, has demonstrated Nescafe’s constant efforts in encouraging local production of high-quality coffee and promoting Vietnamese coffee products in international markets.
Since 2011, Nestle Vietnam has supported Vietnamese coffee farmers with coffee replanting and sustainable cultivation, in an attempt to produce high-quality Vietnamese coffee products to meet the demand for local consumption and exports.
In addition, local coffee growers have received support in coffee producing, processing and exporting activities, to raise the value of Vietnamese coffee beans under the Nestle project.
In the seven years since its launch, the project has provided local coffee growers with over 27 million coffee seedlings that offer high productivity and disease-resistant properties, allowing them to replant their aging farms, covering over 21,000 hectares of land.
Moreover, through the project, coffee farmers can learn how to plant coffee trees, in line with international standards, preserve coffee beans after being harvested, and learn more coffee testing and tasting techniques, while being updated on latest coffee market trends.
Apart from the project, Nestle Vietnam has invested in production lines to increase added values for locally-grown coffee.
Last July, Nestle put into operation a capsule production line, Nescafe Dolce Gusto, with an initial capacity of 2,500 tons of coffee per year, equivalent to 130 million capsules. The volume was set to increase in the years to come.
Using 100% locally-made quality coffee beans, the production line has processed a large volume of coffee products for local consumption and for export to 14 countries throughout the world.
Earlier, Nestle inaugurated Asia’s largest decaffeination plant in Vietnam, leveraging technology which only uses water to extract caffeine from beans, alongside launching a new coffee product branded Nescafe, marking its foray into the local filtered coffee market.
Travel firms add tours to Malaysia to serve football fans
Local travel companies have launched additional tour programs for football fans to visit Malaysia’s capital of Kuala Lumpur to watch the away first-leg final of the ASEAN Football Federation Championship on December 11 between Vietnam and Malaysia.
Since the Vietnamese national football team defeated their Philippines opponents in the second leg of the semifinal on December 6, the number of Vietnamese guests booking tours to Malaysia has surged.
To meet the demand, Saigontourist Travel Service Company has prepared 100 air tickets for flights to Malaysia. Tourists will travel during the course of the day.
The tour operator had earlier prepared another 100 air tickets, with 60 tickets being sold as many customers had even booked tours during the semifinal.
The discounted airfare for guests booking these tickets ahead of the second leg of the semifinal was VND9.99 million, VND1 million lower than the base price. The tour price includes return airfare, a ticket for the Vietnamese football team’s final match and catering services.
Also, Vietravel is offering one-day tours to Malaysia on December 11 at a starting price of VND9.99 million for fans departing from HCMC, VND10.99 million for tourists in Danang and VND14.5 million for those flying from Hanoi.
A Vietravel representative noted that the company has prepared 1,000 seats on Vietnam Airlines and Vietjet flights to Malaysia of, and 30% of them have been booked. The number of seats available was only 120 before the first leg of the semifinal.
In addition, TST Tourist will introduce a tour program that combines watching football and visiting Malaysia.
Several travel companies in central Vietnam are also working with air carriers to conduct charter flights to Malaysia.
Vietnam Airlines will also increase its flight frequency from Hanoi, HCMC and Danang to Kuala Lumpur. On December 11, the airline will add one to two flights on each of these routes, raising the total number of seats to 1,100.
In this championship, the carrier has provided an additional 3,000 seats.
Industrial scraps found hidden in 20 containers
After examining 20 shipping containers at Cat Lai Port, customs officers on December 6 found most of them contained industrial waste, Nguoi Lao Dong newspaper reported.
The Saigon Port Border Customs Sub-department Region I, on December 6, collaborated with the Customs Supervision Team under the HCMC Department of Customs, the border defense force at Nha Rong Harbor and representatives of shipping lines to conduct an examination of 20 out of the total 25 containers of goods imported by Tri Quang Transportation Services Trading Co., Ltd, in District 2, following the previous confiscation of five of its cargo containers due to their storage of waste.
The investigation turned up all manner of scrap, including second-hand water pumps and water meters, electric wires, plastic bags and junk iron, which are barred from import into the country due to their high risk of causing pollution.
Earlier, at the end of October, the company had issued a customs declaration for five goods containers out of a total batch of 25, imported from Japan. The sub-department acted on its suspicions by unsealing five of the containers, which turned out to contain industrial waste.
The company had declared in its statement that the goods included machinery imported from Japan.
After the customs agency confiscated the five containers of goods, Tri Quang Company withheld further import declarations for the remaining 20 goods containers. The competent agencies investigated its listed headquarters and found it was only a car wash.
