A typhoon, internationally named Bailu, with winds of up to 100km per hour, formed near the East Sea on Friday morning.

The National Centre for Hydro-meteorological Forecasting warned that by 7am on Friday, the typhoon was 450km east of the Philippines’ Luzon Island.
The typhoon, moving north-west at 20km per hour, was predicted to gain strength in the next 24 hours.
According to latest news from the National Centre for Hydro-meteorological Forecasting, at 1pm Friday, the typhoon was about 370km from the Philippines’ Luzon Island.

Under the impacts of Bailu, Hanoi will experience heavy rain with thunderstorms on Friday afternoon and night.
In another development, heavy rains with rainfall of 29-66mm hit the north and north-central localities on Thursday night.
