Hoa Binh police have detained Hong Soek Joo, a 44-year-old South Korean national, for violating road traffic regulations, leading to a fatal accident. Hong has been charged under Vietnam’s laws for causing a crash that left one person dead and another injured.
The incident occurred at approximately 11 p.m. on December 8 near the entrance of Hoa Binh 1 Bridge, in Tan Thinh Ward, Hoa Binh City. Hong Soek Joo and another South Korean, L.W.H., were traveling on a motorbike from Tong Market toward Phuong Lam Ward when the accident happened.
Investigations revealed that Hong, who was driving the motorbike with license plate 98B3-788.62, failed to observe traffic carefully and lost control of his speed, resulting in a crash. One individual died, and the other sustained injuries. The motorbike was also severely damaged.
Neither Hong nor the victim was wearing a helmet at the time of the accident.
On December 10, Hoa Binh police persuaded Hong Soek Joo to turn himself in. He later admitted to violating Vietnam’s traffic laws. Following the investigation, he was officially charged and detained for further legal proceedings.
The case highlights the importance of road safety awareness and adherence to local laws, particularly for foreign nationals traveling in Vietnam.
