
Liu Haixing, head of the International Department of the Communist Party of China (CPC), arrived in Vietnam on January 29 as a special envoy of Chinese President and General Secretary Xi Jinping. The visit aims to congratulate Vietnam on the successful conclusion of its 14th National Party Congress and the re-election of General Secretary To Lam.
At a regular press briefing the same afternoon, Foreign Ministry spokesperson Pham Thu Hang confirmed the visit, which is scheduled to run until January 30.
Liu is delivering official congratulations from the CPC Central Committee and from Mr. Xi Jinping himself, praising the achievements of the Congress and expressing support for Mr. To Lam’s leadership as the newly re-elected General Secretary of the Communist Party of Vietnam (CPV).
“Right after the Congress concluded successfully, we were honored to receive high-level delegations from several countries coming to share in this important moment for Vietnam,” said Pham Thu Hang.
Among these were Lao President and General Secretary Thongloun Sisoulith and his spouse, and Men Sam An, Vice President of Cambodia’s Cambodian People's Party, who represented party leader Hun Sen.
The Foreign Ministry spokesperson also noted recent phone calls between General Secretary To Lam and world leaders, including Chinese President Xi Jinping, Cuban President Miguel Díaz-Canel, and Russian President Vladimir Putin. In each case, the leaders warmly congratulated Vietnam on the success of the 14th Party Congress and To Lam’s continued leadership.
Hang added that Vietnam has received an outpouring of international support, with 925 congratulatory messages and letters from political parties, international organizations, civil groups, and overseas Vietnamese communities around the world.
“This reflects the deep interest and sincere friendship from the international community and the Vietnamese diaspora toward the Party, State, and people of Vietnam, as well as their recognition of the Communist Party’s leadership role and the country’s development direction,” she said.
Hang also took the opportunity to thank foreign diplomatic missions, international organizations in Hanoi, and both domestic and foreign journalists for their continued interest and support throughout the 14th Party Congress.
