
On September 24, Hanoi University of Science and Technology announced that its September 2025 graduation ceremony would be postponed to October 4-5 due to the storm’s impact.
Originally, students graduating in batches 2024.2A and 2024.2B were scheduled to attend their ceremony on September 27-28 at the university’s C2 auditorium.
The university has asked graduates and their families to adjust their schedules accordingly. For those living far away who have already booked flights and cannot attend on October 4-5, the school will provide support for diploma collection, academic records, and commemorative photos on the afternoon of September 26.
Earlier, the University of Economics under Vietnam National University, Hanoi, also announced the cancellation of its 2025-2026 opening ceremony scheduled for the morning of September 25.
The school explained that due to the dangerous and unpredictable developments of super typhoon Ragasa, ensuring absolute safety for staff, lecturers, students, and guests must come first. Instead, important activities such as student awards and recognition of sponsors and partners will be incorporated into another upcoming event, with details announced later.
“We hope for understanding and support from all stakeholders under this force majeure situation, and we look forward to continued cooperation in future programs,” the university stated.
According to the National Center for Hydro-Meteorological Forecasting, as of 7:00 p.m. on September 24, the eye of typhoon Ragasa was about 375 km east of Mong Cai (Quang Ninh), with maximum winds downgraded to level 12 (118-133 km/h), gusting to level 15. This means the storm weakened by five levels since reaching super typhoon strength earlier in the day.
Forecasts indicate that tonight, strong winds will begin sweeping across the Gulf of Tonkin, reaching levels 8-9, with areas near the eye seeing level 10-11, gusting up to 13-14.
On land, the hardest-hit areas from tonight through tomorrow morning will be Quang Ninh and Hai Phong.
In Quang Ninh, winds are expected to reach levels 8-9, gusting to 10-11. Hai Phong, Lang Son, and eastern Bac Ninh will see winds at levels 7-8, while the Red River Delta, including Hanoi, will face winds at level 6.
Rainfall will also intensify, with Quang Ninh, Lang Son, and Hai Phong seeing showers from tonight, while Hanoi and other delta provinces are expected to experience heavy rain from midday tomorrow.
