According to the Ministry of Home Affairs, the organizational structure of local governments at all levels has been synchronously consolidated, ensuring stable operations and meeting the requirements of the two-tier local government model.
The review and consolidation of personnel for commune-level military command boards have been implemented in a serious and urgent manner.
As of February 13, 2026, localities had completed the review, arrangement, transfer and appointment of thousands of officers and professional soldiers to strengthen military command boards at the commune, ward and special zone levels.
Many localities have also carried out large-scale transfers, secondments and receptions of officials and civil servants to the commune level, helping address manpower shortages at the grassroots level, including Hanoi, Can Tho, An Giang, Lam Dong and Dong Nai.
To date, 3,193 commune-level Public Administrative Service Centers in 33 of 34 localities, along with a single-tier Public Administrative Service Center in Hanoi, have begun operating effectively.
These centers are gradually standardizing procedures, promoting digital technology application, shortening administrative processing times and improving service quality for citizens and businesses, thereby affirming the role of grassroots authorities in service delivery, partnership and development facilitation.
According to the Ministry of Agriculture and Environment, as of February 13, 2026, all 34 provinces and cities had developed plans to consolidate the functions and tasks of provincial-level Agricultural Extension Centers, with 23 localities having issued decisions to establish or restructure these units.
At the same time, 25 of 34 provinces and cities have issued decisions to establish commune-level Public Service Centers; 21 localities have assigned commune-level agricultural extension officers; and 14 provinces and cities have promulgated coordination regulations for agricultural extension activities.
Strengthening the agricultural extension system is seen as an important step to ensure consistency from provincial to grassroots levels, improve the effectiveness of technology transfer and support production and sustainable agricultural development.
In February, localities are focusing intensively on training and professional development for commune-level officials and civil servants in organizing elections. This is the first election to be held under the operation of the two-tier local government model, requiring high standards of synchronization, accuracy and legal compliance.
Refining decentralization mechanisms, accelerating digital transformation
In the coming period, ministries and sectors will continue to strictly implement the conclusions of the Politburo and the Secretariat regarding the two-tier local government model, while reviewing the entire system of legal normative documents by sector to promptly amend and supplement provisions, addressing overlaps and inconsistencies.
Priority areas include finance and budget; land and planning; administrative reform and digital transformation; science and technology; organizational structure, personnel and policy regimes; and education and training.
The Ministry of Home Affairs also emphasized the need to modernize digital infrastructure, enhance the capacity of commune-level officials and reorganize personnel in line with new task requirements.
Ministries and ministerial-level agencies will coordinate with the Ministry of Public Security, the Ministry of Justice and the Ministry of Science and Technology to build and operate a centralized information system for handling administrative procedures, striving for completion before March 2026. At the same time, they must ensure technical support and seamless online public service provision; accelerate digital transformation and data connectivity between central and local levels; address errors in specialized systems; and complete data sharing for decentralized procedures.
The Ministry of Home Affairs will study and propose amendments to regulations on labor and employment in accordance with the Law on Organization of Local Government, and review standards for leadership and management titles under Decree 334/2025 to ensure consistency with Party regulations and promptly resolve emerging issues.
